Building peace through local governance: the case of Libya
Amid a pandemic and an unprecedented economic recession, millions of people continue to face the compounding effects of violent conflict. Disputes over control of territory and resources play a major role in many of these conflicts, such as in Ethiopia, Ukraine, Syria, Iraq, Yemen and Myanmar.
A recent World Bank study finds that greater attention needs to be paid to local governance issues in conflict prevention and resolution. Drawing on seven countries’ experiences in conflict mitigation, the study identifies a range of factors that determine the success or failure of local governance reforms in peace processes. The study highlights that these key issues are often addressed too late and in insufficient detail because local governance reforms are sensitive, easily politicized, and difficult to compromise.
However, failure to address these issues can have a significant negative impact on the sustainability of a peace agreement. Libya is a classic case where local governance is at the heart of the ongoing conflict, as acknowledged in a 2019 Brookings Institution report.
