Nigerian Petroleum Corporation signs contract with Saipem for Oil Protection and Service Center

Libya’s National Oil Corporation (NOC) on Tuesday signed a contract with Italy’s Saipem for consultancy services for the Oil Protection and Service Center.

Saipem has been awarded a consultancy services contract by Libya’s National Oil Corporation (NOC) for the development of the Benghazi Oil Technology Centre (BOTC).

According to a press release issued by Saipem, the integrated center will be established in the Mreisa Free Zone, 25 kilometers from Benghazi, and will “use best-in-class facilities and technologies to serve the Libyan oil and gas market and other key industries.”

Saipem has extensive experience in technology centers, with its own engineering centers in strategic locations around the world. The company said its long-term presence in Libya and commitment to the country has given Saipem a deep understanding of Libya and its energy infrastructure. Given these qualities, the Libyan National Oil Company has identified Saipem as an ideal partner to develop the Benghazi Petroleum Technology Center project.

Saipem will initially provide feasibility studies, FEED and tendering services for 15 months. In a later phase, Saipem will be responsible for project management services and owner’s engineer services for the remaining 40 months of the contract.

Mustafa Sanalla, Chairman of the Board of Directors of NOC, said: “In order to achieve significant cost savings, production losses and time savings by investing in companies to carry out maintenance work locally, the National Oil Company (NOC) has decided to build a professional technical center in the city of Benghazi, which will have high-level equipment and infrastructure; the center will be divided into areas suitable for investment by international companies or specialized manufacturers. By signing a consulting service contract with the Italian company Saipem, we will start the implementation of this project, and we look forward to expanding the cooperation bridge with Saipem through this project to implement other projects.”

Saipem CEO Stefano Cao said at the signing ceremony: “North Africa remains a strategic region with great development potential in the industrial and energy sectors. This project consolidates our relationship with the NOC and gives us the opportunity to support our customers in creating an important hub for the optimal use of national resources.”
