In the first four months of 2024, the number of traffic violations under the Traffic Regulations (Administrative Enforcement) Act (Wet administratiefrechtelijke handhaving verkeersvoorschriften, or Wahv) fell slightly compared to the same period in 2023. However, against the backdrop of an overall decline, the number of fines for not complying with “No Vehicles” and “No Entry” signs increased significantly.
Total fines: Most are speeding fines
In the first four months of 2024, a total of 2,592,939 so-called “Mulder” tickets were issued: a decrease of 2.6% compared to the same period in 2023 (2,662,482). Speeding violations were the largest category (1,894,399 in 2024, compared to 2,009,473 in the first four months of 2023). The largest percentage decrease was seen in average speed control (down 15.2%).
Other major categories of Wahv violations include ignoring red lights, illegal or unpaid parking or parking in a no-parking zone. In the first four months, 69,505 fines were issued for running red lights (75,837 in 2023). The number of fines for illegal parking remained almost the same: 175,645, compared to 175,582 in 2023.
Fines increased for not obeying no entry signs
In the category of “other traffic violations”, the large increase in no-entry and prohibited vehicle violations is particularly striking. This increase is also seen in the annual data for 2023, but violations of the ban on entering low emission zones appear to have decreased slightly recently. Overall, around 170,000 no-entry violations were recorded: around 90,000 more than in the first four months of 2023. The increase in the number of violations is probably due to increased traffic restrictions in cities (especially city centres) and village centres.
Fines for not wearing a helmet and using a handheld phone reduced
In the first four months of this year, there was a decrease in offences for not using a hands-free phone (60,279 in 2024 and 68,897 in 2023) and for not using bicycle lights (13,850 and 20,656 in 2023). The number of fines for not wearing a helmet on a moped or motorbike also decreased (from 32,793 to 13,571). This may be related to the fact that motorbike riders are now accustomed to having to wear a helmet. This measure will be implemented from January 1, 2023 for road safety reasons.
Foreign license plates
The number of traffic violations committed by holders of foreign license plates remained almost the same: 247,027 in the first four months of 2024, compared to 255,379 in 2023. Most fines were issued for German, Belgian, Polish, French and Romanian vehicles.
