No new intercountry adoptions will be initiated immediately. Adoptions that have already started will continue for the time being. This is what Minister Welwind (Legal Protection) wrote in a letter to the Dutch House of Representatives. Last month, the parliamentary majority instructed the Minister of Legal Protection to draw up a plan to carefully phase out intercountry adoptions, which was followed by a freeze on new adoptions. The interests of children already involved in adoption proceedings are the main focus of this phase-out plan. The interests of future adoptive parents are also taken into account.
The first step in the phase-out is to ask the Dutch specialist centre for unwanted pregnancies and ancestry, Stichting Fiom, not to accept any new registrations. Procedures for prospective adoptive parents who already have a number for the adoption of a foreign child will continue for the time being, including the relevant information sessions. In these ongoing procedures it will be indicated that the adoption process may not be completed, depending on how the phase-out is structured.
Minister Welwind: “In recent years, the issue of intercountry adoption has generated a lot of discussion. Not only among adopted children who have experienced trauma, but also others who really experience the value of being adopted. In my opinion, this is a juxtaposition. In addition, intercountry adoption is now being phased out. The news that we will now end intercountry adoption once and for all may come as a shock to those involved and cause a lot of emotions. I am very aware of this. That is why it is vital that due care is taken in the phase-out process.”
In the coming period, negotiations will be held with partners in the field of adoption on the phase-out of tasks and responsibilities. A specific assessment will also be made on which elements must be protected, such as archiving and access to adoption documents. The aim is to present the phase-out plan to the House of Representatives in September. The phase-out plan will set out how the phase-out will affect adoption proceedings that have already begun.
