Science, technology and innovation (STI) play an important role in our daily lives and improve our understanding of the universe. Yesterday, the Netherlands and Global Affairs Canada signed a Memorandum of Understanding (MOU) to promote STI, which will help address current global challenges and drive economic growth in both countries.
This new MOU builds on long-standing friendship and ongoing collaboration, fostering further cooperation between Canada and the Netherlands on a range of STI initiatives, including trade, investment and technology. Together, the two countries will strengthen existing partnerships and develop new ones to ensure better access to leading technologies and scientific advances.
Key areas outlined in the MoU include:
- Cross-border cooperation to address global challenges such as climate change, food security and energy security
- Promote international cooperation in research projects, multilateral initiatives and joint scientific efforts
- Encourage businesses to participate in science and technology innovation initiatives, invest in research and contribute to addressing global priority challenges
- Facilitate greater access to research, technology, markets and talent
The MoU aims to promote integrity and ethical standards in research as well as diversity, inclusion and gender equality. It also supports efforts to integrate Canadian and Dutch stakeholders into global value chains and research projects, strengthening the EU-Canada broader partnership in science, technology and innovation.

This MoU is another milestone in the excellent bilateral relations between the Netherlands and Canada. We are both at the forefront of developments in science, technology and innovation. A Dutch Semiconductor delegation of 30 Dutch companies and R&D institutions is currently visiting Toronto to explore opportunities to collaborate with the Canadian ecosystem. This MoU will help to further deepen such collaborations for the benefit of both countries and to jointly address global challenges.

Quick Facts
- In May 2018, the Netherlands and Canada signed the Memorandum of Understanding between the National Research Council of Canada and the Netherlands Organization for Scientific Research on a Research and Innovation Partnership. The memorandum of understanding promotes bilateral and multilateral activities and establishes a framework for cooperation in research, development and innovation.
- In 2021, the Strategic Dialogue between the Netherlands and Canada consolidated the STI partnership, focusing on three priority areas: energy, food systems and agricultural technology, including key raw materials and key enabling technologies such as semiconductors, photonics and quantum. Talent and equity, diversity and inclusion are also cross-cutting themes.
- Canada is one of the Netherlands’ most important trade, investment and innovation partners. In 2023, the Netherlands was Canada’s largest export destination for goods in the EU.
