Internet consultation launched on financial and quality rules in childcare sector

The Childcare Decree in the Childcare Act sets out the rules for quality, data exchange and funding of childcare in the Caribbean Netherlands. Anyone can now give feedback on these rules via an internet consultation. The goal is to provide good, safe and affordable childcare for all children in the Caribbean Netherlands so that every child has the opportunity to reach their full potential.

The proposed legislation for the Child Care BES Bill was recently passed. It is expected to come into effect on January 1 next year.^{English Stone} July 2025. More specific rules have also now been developed. Many of the quality requirements are similar to those already applicable through the Island Child Care Regulations. These rules have been discussed several times with child care organisations, parents and other stakeholders during consultation sessions. On this basis, the rules have been adapted to the Caribbean context. For example, the porch section of a nursery is counted as indoor space when determining the number of children that can be cared for.

In addition, quality requirements have been strengthened to prevent developmental and learning delays in children. To this end, nurseries must monitor children’s development and carry out pre-school education courses in day care centers. In out-of-school care, there needs to be a rich and varied activity program, not just homework. The requirements for which these programs should follow are detailed.

The aim is for the SZW department of the RCN to implement the funding scheme and to finance childcare in particular. The BES Childcare Decree details all the financial rules and conditions for funding. For example, funding is only granted if there is actually structured care and therefore children attending.

Parents will continue to pay the same fees as currently for the next two years. For parents who are unable to pay, public entities will retain the option of (partially) paying the parental contribution.
