Of the 862 recipients of the Citizens’ Income checked in six months, 389 were not entitled to it. Of these, 191 were convicted, including three for Mafia crimes. This was discovered by the Catania Carabinieri of the Fontanarossa company and INPS officials at the end of an investigation that began last October and ended in March this year. The investigators explain that the loss to the State Treasury is around 3 million euros.
Most of the ineligible beneficiaries were identified in the densely populated and disadvantaged Librino neighborhood in the southern area of Catania, which has a population of about 75,000 inhabitants, or a quarter of the city. Investigators spoke of “multiple clear irregularities committed by the improper recipients, with a full awareness of wanting to ‘defraud’ the Italian state”.
According to the investigations reconstructed, these 389 people were reported for fraud against the State and further benefits were suspended, with the applicant claiming that he was the only member of a family unit, even if this was not true; This allows you to have a citizen’s income even if in fact someone in the family already works, or allows more people from the same family unit to claim “income”. «A representative case – reconstructed by the gendarmerie – is the case of a family of four whose members, due to failure to declare the exact composition of the family unit, made a single request for citizenship income and therefore were officially “alone” at home, they managed to obtain a total of 18,496.75 euros from 2020 to 2022″.
This is not the only sensational case. In some applications, fictitious residences were shown and some Romanian citizens also used the same address, although they did not live in that house, and sometimes it was not even a house, but a shop or a rural area, or even an overpass. In some cases, the address corresponded to the address of a prison where the recipient of the citizen income had previously “resided”. This long list also includes people under house arrest and “illegal” workers, especially on construction sites. Multiple foreign citizens were also checked, 41 of whom were not eligible for the “income”; many of them falsely proved that they had lived in Italy for more than ten years, a requirement required by law to receive benefits.
This is not the first operation involving recipients of citizen revenues in Catania. Last year, the same police discovered another 250 fakes, resulting in a loss of tax revenues of about 1 million to 850,000 euros. In April a year ago, 76 cards used to collect citizen revenues were seized, some of which were in the possession of the mafia.
