In 2022, 7.7 million people (16.5% of French people aged 18 and over who have registered to vote in the presidential election) are registered to vote in a municipality other than their main place of residence. The Electoral Code provides for this in different cases.
This is the case for 39% of young people aged 18 to 25, who can continue to be registered in the municipality where their parents live. Three quarters of French adults living in communes (nursing homes, military barracks, etc.) are also not registered in the municipality where they live. This situation is also common among voters who have recently moved: more than half of voters who changed their municipality of residence in 2021 registered in 2022 in a municipality other than their main place of residence, i.e. four times more than other voters.
Half of voters who are not registered in their primary municipality live within 21 km of the electoral office. Paris has a particular peculiarity: half of voters who do not vote in Paris live more than 181 km from the electoral office, for example in a second municipality.
