Representatives of 85 veterans’ organizations from 25 regions of the country attended the 5th All-Russian Border Forum held in Tyumen from July 19 to 21.





Guests attending the forum included honored border guards of the Russian Federation, heroes of Russia, and veterans of the border guards. The event was intense, including various cultural and sports events, as well as discussions on important current social issues.

Thus, on the second day of the forum, a round table was held on “Interaction of public veterans’ organizations with the authorities on the issues of patriotic education of youth, assistance to veterans and their families, preservation of intergenerational heritage”, which was attended by deputies of the Tyumen Oblast Duma.

Yuri Baranchuk, member of the State Building and Local Self-Government Committee, noted that the Regional Duma has a “Heart to Heart” volunteer center, which has more than 200 staff members of the regional council and public youth chambers. The work of the center is coordinated by the chairman of the regional council, Fuat Saifitdinov.

The center has sent 301 camouflage nets, 720 dressing kits, 4,500 military dry showers, 1,500 trench candles, 205 plastic containers for painkillers to the Northern Military District. More than 1,000,000 rubles have been collected for the purchase of materials for further work. Voluntary donations from volunteers are used to purchase bed sheets, disposable tableware, sanitary and cleaning supplies. Three washing machines and 200 kg of washing powder have been purchased, and food packages are being collected for the soldiers in the hospital.





The Tyumen Oblast Duma sponsors the medical team of the airborne troops at the front hospital in the Zaporizhia region. Humanitarian aid is regularly delivered there. Family support of the SVO is also provided within the framework of the “Reliable Rear” program, which is also supervised personally by Fuat Saifitdinov. The deputy noted that more and more people want to participate in the work of the volunteer centers and suggested considering the possibility of providing additional funds for the delivery of goods and the purchase of consumables for weaving nets and making trench candles.

The Special Representative of the Governor of the Problem Region of the Northern Military District, Deputy Nikolay Savchenko, described the stages of the volunteer movement that began in 2014. He stressed that local mobilization gave rise to a new period of volunteerism – communities of ordinary citizens and social groups of different ages, many of whom had no previous experience of self-organization, became more active. In terms of the amount of help they provided, some even rivaled the work of professional industries.

In the Tyumen region, at the initiative of the deputies, the “One Hundred Million Victory” fund was created, through which special property worth more than 72 million rubles was collected and transferred to the front. Social and psychological support for SVO participants and their families is also very important.

A new phase of volunteer activity is coming, which is associated with the reverse socialization of personnel returning from the Northern Military District. There is currently no universal, standard set of actions and solutions. At federal level, a company of veterans has been set up, whose demands and needs will be identified in small focus groups. In order to solve these problems, it is necessary to have a clearly structured interaction with civil society and veteran public organizations.

Olga Shvetsova, Chairperson of the Social Policy Committee, spoke about the legislative work being carried out by the deputy group. She recalled that last year, Tyumen Oblast deputies prepared a draft federal law on preferential admission of children of SVO participants to educational institutions. The proposed concept formed the basis for the federal law.

Today, in the Tyumen region, two dozen legal acts for SVO participants and their families are in force, and 30 support measures have been adopted. Transport tax concessions, free legal aid, and additional subsidies for the construction and purchase of housing for young families. The amount of the monthly payment awarded to SVO participants (Hero of Russia, awarded the Order of Courage) has been increased to 30,000 rubles. Currently, the Committee on Social Policy is working on proposals to expand the list of people who have received state awards, who will also have the opportunity to receive such regional payments. The regional branch of the Russian Women’s Movement has submitted proposals to the State Duma on what additional assistance is needed for SVO participants and their families. The United Russia Party Public Support Headquarters is doing a lot of work and has social lounges.

– Tyumen Oblast takes the lead among other subjects of the federation in supporting the soldiers of the Northern Military District and their families, and we will continue to actively work in this direction. It is very important for us to act together like one big happy family, ”Olga Shvetsova stressed.

The recommendations made by the delegates were incorporated into the resolution adopted following the roundtable.
