Animal Welfare Department Director Louis Rubin expressed outrage and sadness at the brutal incident in Nanawa, when a man stabbed a dog to death and slit its throat.

The director also lamented other recent cases of animal violence, including one dog being beheaded and another being shot.
Rubin expressed the difficulties he faced in working with the Public Ministry, stressing that this body is responsible for enforcing charges and referring them to the courts for sentencing. He asked for greater involvement of these entities in reported cases, while highlighting the progress made in optimizing the structure of the legal department of the Animal Welfare Directorate, as well as the project seeking to amend the law to impose a maximum sentence of 10 years in prison.
Rubin believes that the preventive detention of the defendants in Nanawa is a major step forward in the application of anti-animal cruelty laws because it shows society that animal abusers and murderers can be imprisoned. He believes that such actions are particularly important during a period of fighting for stricter legislation.
Regarding the evolution of the country’s animal cruelty legislation, Rubin believes that not much has progressed since 2019. The law enacted in 2013 has proven to be insufficient given the frequency and severity of cruelty cases. However, as social awareness and legal knowledge continue to grow, people are reporting these cruel acts.
Rubin also noted that the struggles of activists and rescuers, as well as the influence of media coverage and social networks, are crucial to raising awareness and action against animal cruelty today. Citizen complaints have a significant impact, helping those responsible expose abusers and spread the word about animal rights.
To strengthen the protection of animals and prevent cruelty, Rubin stressed the importance of education. He recommended including animal welfare in the curriculum and promoting cooperation between different institutions to strengthen the fight and prevention.
Rubin concluded by stressing the importance of collaboration among all parties to combat and prevent animal cruelty, and advocated for stricter legislation and increased education on the issue.
