Developer Yuriy Rybalchenko was one of the first people to start rebuilding the city after the Russian troops left.
He said the number of construction projects is now at 50 percent of pre-war levels.
He added: “We adapted our projects, even those already under construction, to comply with new building regulations requiring bomb shelters to be installed.”
He plans to make the shelter as comfortable as possible, with workspaces, internet access and rooms for children.
For many Ukrainians, including the Bazilevichs, buying a home now depends on how far they can get from the front lines and the airstrikes.
Mr. Bazirevich said his building had to have a bomb shelter. His family also preferred to live in a unit close to the ground so they would be less vulnerable to air raids.
“We’re just trying to find some lower-level buildings – first or second floors. Up to the third floor,” he said.
