“Gulf Summit”…The role of the State of Qatar in the Gulf Cooperation Council…Influential practices and effective summits

The State of Qatar has completed preparations to host the 44th session of the Supreme Council of the Gulf Cooperation Council, which is scheduled to take place tomorrow, Tuesday.
The country’s Emir, His Highness Sheikh Tamim bin Hamad Al Thani, will arrive in the country tomorrow (Tuesday) to receive his brothers, Their Majesties and Their Highnesses, the leaders of the GCC countries.
The 44th session of the Supreme Council of the Gulf Cooperation Council is being held under extraordinary circumstances at the regional and international levels and is expected to discuss the most pressing regional and international issues, in particular the ongoing Israeli aggression against the Gaza Strip since last year. The most prominent theme, in addition to other economic, political and security documents, held on October 7 last year, was to strengthen relations between the Gulf Cooperation Council countries, enhance coordination among them and concretize a unified vision of the Gulf region on various regional and international issues.
Observers expect that this session will provide a strong impetus and a new beginning to the work of the GCC, based on the enthusiasm of the State of Qatar and its consistent approach to supporting the Council processes and preserving the unity and cohesion of the Gulf region. Since its establishment in 1981, the Cooperation Council for the Arab States of the Gulf has held 43 summits, with two summits held annually, one in the middle of the year for consultation and the other in the middle of the year. Among them, six summits hosted by Doha were made and held, and each meeting was full of influential economic and effective positions, which had an important impact on the progress of strengthening the Cooperation Council, the unity of its decision-making and the development of its performance.
The first Gulf Summit was held in Doha on November 7, 1983. This was the fourth summit of the Supreme Council of the Gulf Cooperation Council. The Council declared its solidarity in support of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people, and expressed its firm belief that peace will not be achieved in the Middle East unless the Palestinian people are granted their inalienable national rights, including the right of return, self-determination and the right to establish themselves. The summit also supported Lebanon’s efforts for the unity and integrity of its territory.
The Doha summit also stressed the need for GCC countries to rely on themselves to protect security and maintain stability, and leaders decided to expand the scope of allowing citizens of member states to engage in economic activities in other countries. Member states, as of March 1, 1984.
On December 22, 1990, Doha hosted the eleventh summit, known as the “Solidarity with Kuwait” summit, where the Council declared that the member states stood in solidarity with the plight of the State of Kuwait and extended their absolute support and full solidarity to its people and government. The Supreme Council praised the people of Kuwait for sticking to the legitimate government.
The 1990 Doha Summit decided to send a committee of foreign ministers of member states to collectively visit permanent members of the Security Council, some Arab countries and other important countries to strengthen political and diplomatic efforts, build consensus among the Arab and international communities and ensure the implementation of resolutions of international legitimacy.
In the economic field, the Supreme Council instructed the Finance and Economic Cooperation Committee to develop a plan to complete the establishment of the Gulf Common Market, agree on a unified trade policy, and review the text of the unified economic agreement and its implementation methods with the goal of achieving new benefits and enabling citizens of the Council member states to enjoy new gains on the path of goodness and development.
Turning to the region, in particular the Palestinian question, the Council welcomed Security Council Resolution 681 on international protection for Palestinians in the occupied territories and called for the convening of an international peace conference on the Palestinian question.
