At the end of 2022, the civil service employed 57,238,000 civil servants (including auxiliary contracts), 17,300 more than a year earlier (+0.3%). This growth is in line with the moderate growth in the number of civil servants employed since 2019 (after a significant increase of +0.4% in 2021). After a significant increase in 2021, the number of auxiliary contracts fell in all three civil service branches in 2022. At the end of 2022, a total of 29,900 civil servants had this status, 11,000 fewer than in 2021. On the other hand, the number of civil servants excluding auxiliary contracts increased slightly in 2022: +28,300, an increase of +0.5%, compared to +0.3% in 2021.

In the national civil service, employment increased by 22,200 civil servants in 2022 (+0.9%), having remained largely stable in 2021 (-0.1%). Employment in public institutions increased sharply (+2.8%), with most of the growth driven by public-law contractors. In the ministries, employment increased slightly (+6,400 agents, or +0.3%), mainly due to an increase in the number of public-law contractors in the ministries responsible for national education, higher education and research.

In the local civil service, the workforce, including auxiliary contracts, fell slightly (-4,200 civil servants, or -0.2%) after increasing in 2021 (+0.9%). This decline in 2022 was mainly driven by auxiliary contracts (-8,700 civil servants). Excluding auxiliary contracts, employment increased slightly (+4,500 civil servants, or +0.2%). Employment, including auxiliary contracts, fell slightly in the public sector (-0.3%), but increased slightly in regions and departments (+0.2%).

In the hospital civil service, employment has almost stabilized in 2022 (-700 civil servants, or -0.1%), after growth in 2021 of +0.5%. The number of civil servants in health-care social institutions has fallen (-0.4%) due to a sharp drop in auxiliary contracts. After growth in 2021 of +0.7%, employment in hospitals has stabilized.
