On the afternoon of Tuesday, July 30, deputies expressed their condolences for the death of the father of SE Alessandro Rossi, after which the work of the Grand General Council continued from paragraph 2, dedicated to Arengo’s request.

Secretary of State Matteo Ciacchi: In this sense, when we talk about the Montalbo Cemetery, and all structures in general, we have to think about the space there. There are reasons at a regulatory level to have different disciplines for niches. The reflection must continue, but I believe that the request speaks to different issues. The cemetery is an area of commemorative importance. It must be taken into account that these interventions are subject to an environmental impact assessment. The commitment we can make is to start a feasibility study.
The state legislature expressed its approval and the bill passed with 44 votes in favor.
Arengo n.4 Application dated April 7, 2024 – exceeds the two-year limit for activation of a part-time license in the field of traditional arts and crafts (extendable to three years)
Secretary of State Rossano Fabbri: We recognize the importance of artistic crafts and appreciate the initiative of the petitioner. Considering the intention to open a discussion with the parties concerned on the definition of organic regulation for part-time entrepreneurship, it is recommended not to accept the request. This reasoning should be extended to all categories of work. The subject is of interest to the Secretariat, which is also committed to holding meetings with trade organizations and reasoning on the possible impact of such legislation. But so far, since the issue is limited to artistic crafts, we have said “no” to the request, but claiming to commit to sit down and discuss.
Maria Katia Savoretti (Rf): We, as RFs, will express a favorable opinion. We have to start somewhere. Other categories can be evaluated along the way. The current a priori denial may not help those who find themselves within the validity period of the law. So we want to punish rather than incentivize.
Matteo Zappa (Web): I don’t think that accepting or rejecting an application should be tied to bias. You can see that the request is very specific and detailed. I worry about the concept of extending it to everything. We are talking about the arts here. Niche startups. There are clear and legitimate requirements. It’s ridiculous that we can somehow try to throw the ball there. I agree.
Fabio Rigi (D-ML): This example must make us reflect on wider issues that require a different approach. I find it important to protect those smallest tools, such as part-time work for entrepreneurship. The attitude of Seg. Fabbri follows that of the previous industrial secretariat, approaching the topic in a more organic way. In a careful way to give dignity to the sector that represents our traditions. We agreed to reject the request, but this must not be seen as a reluctance to intervene in the sector.

Request Arengo n.22 of 7 April 2024 – Identification and subsequent allocation of an area for the construction of a multidisciplinary sports facility for athletics, rugby, roller skating, shooting l’arco and/or other sports federations
The state legislature expressed an unfavorable opinion.
He intervened in the debate Giancarlo Venturini (PDCS): “The proposal has identified a clear area, that of the former Leyala area. Obviously, it is necessary to investigate whether this area is suitable, whether the space is sufficient or available. These aspects must be verified in terms of performance, design and feasibility. I believe it is worth authorizing the competent State Secretariat to conduct an in-depth study”, also referring to other possible areas. He then announced that, in agreement with Secretary of State Fabry, “the Council of State authorized the competent Secretariat to evaluate the proposal in terms of identifying the area and the relevant technical specifications”.
The request was rejected by 27 votes against and 6 in favor.
The agenda was supported by all political forces except Repubblica Futura and passed with 41 votes in favor and 3 against.
Arengo Request No. 15 of July 4, 2024 – Provides that the transfer of burial niches (including ossuaries and columbarium niches) that occurred before the entry into force of Law No. 35 of February 4, 2010 remains subject to the legislation foreseen at the time of signing the transfer deed and is permanent
Secretary of State Andrea Bellucci: We discussed various issues involving the sensitivities dear to our citizens, namely the memory of the dead. In fact, they have never been considered property rights, but rights of use. Use is a concession with a time limit. Understanding the reasons for these moments, I said that we have an unavoidable problem: the sustainability of cemeteries, we cannot expand them indefinitely, and I said this with the greatest respect for the sensitivities that must be reconciled. However, I believe it is necessary to review the provisions envisaged by the decree. I assure you that the Secretariat aims to prepare a project by the first months of autumn, not just a temporary extension measure. The possibility of establishing a crematorium in the Republic of San Marino is also being considered.

The request was rejected by 31 votes against and 4 in favor.
Arengo Petition No. 16 of July 4, 2024 – To expeditiously amend the concession regulations for columbarium niches and urn niches so that the above niches will become the final resting place of the deceased, unless the beneficiary wishes otherwise. The relevant concessions are perennial and not limited in time.
The state legislature expressed an unfavorable opinion.
The motion was defeated with 24 votes against and 1 in favor.
Arengo n.3 of July 4, 2024 Request – To extend the provisions mentioned in article 2 of Delegated Decree No. 105 of July 15, 2022 to subjects who cannot be registered on the placement list, only in terms of the contract.
Secretary of State Alessandro Bevertori: I have no particular objection to accepting the petition. A review to adapt to European standards may also necessitate intervention in those cases where it is clear that only a portion of workers are protected. Such intervention may be made implicitly through the adaptation legislation. There is no obstacle to accepting the petition, but the principle may be included in the adaptation. I therefore leave full latitude to the House.
