Kathmandu, June 16. There is no good news for Prime Minister Pushpa Kamal Dahal, who is confident of having the magic number of 32 seats despite being the third party in parliament. The leaders of the two major parties, who were only recently ready to meet, have been meeting over the past week.
On Thursday evening, Congress president Sher Bahadur Deuba and UML president KP Oli had dinner together at a businessman’s residence and were set to have 15 portions of Asar Dahi Chiura together.
Deuba reached Oli’s residence in Barkot along with his wife and MP Arju Rana and spent around three hours there. “It took our chairman 20-25 minutes to speak and a long meeting with Oliji is going on today,” a senior Congress leader close to Deuba said jokingly.
Deuba and Oli are the same leaders who tried to become the PM after the November 2079 elections. But Maoist Centre Chairman Prachanda is patting the PM on the shoulder. The last time Oli patted his shoulder was on February 21. Hence, Prachanda started hoping to become the PM for the remaining term of the House, which is 5 years.
The long-standing lack of contact between Deuba and Oli has been broken. It cannot be said that this dialogue, which started from the top, will not lead to closer cooperation between the Congress and the UML.
On June 8, the day after Parliament passed the budget, Tamang said in a National Liberation Front program, “It is not easy to remove us.‘
But the meeting between Deuba and Oli on Saturday put Prachanda in a bad mood. Both the party leaders tried to interpret the meeting between the leaders of the first and second largest party in Parliament as normal. When asked about the meeting between Deuba and Oli, the lack of communication between the top leaders of the two major parties was not good. If someone wanted it to be demolished, then it was not demolished. Those who were disappointed that this alliance would collapse were not disappointed.
No matter how normal they try to explain it, the Maoist centrists at the head of the coalition government have already created a big wave.
That is why Prime Minister Prachanda met UML president Oli on Sunday morning. Ravi Lamichane, president of the People’s Justice Party (RASWPA) and home minister, was also present at the meeting between the two leaders at Singha Darbar.
At that meeting, UML chief Oli informed the prime minister that he had discussed the peace process with Deuba, according to another Maoist official. “It is said that there will be no change of government now,” he said.
But the suspicions of the Maoists remain. Because after this meeting, the Prime Minister is already under pressure. Now Oli will make political appointments in the government based on his own decisions. Moreover, the Maoist leaders are suspicious that the Congress and the UML are not trying to form a new government together.
A Maoist official said, “It is said that the Congress and the UML get along very well. We will know bit by bit.”

Deuba and Oli were in dialogue till December 10, 2079. Oli started talking to Deuba after a dispute arose between the Congress and the Maoists who formed an electoral alliance over who would be the first prime minister. Even till the last day to submit the requirements for forming a government, Deuba was in dialogue with the Congress leaders. But when Deuba started his attempt to become the prime minister as the leader of a major party, Oli helped Prachanda become the prime minister.
After that, the talks between the two leaders were interrupted. In February this year, Deuba again brought Prachanda, who was the prime minister with the support of the United Marxist-Leninist Party, to his side, and the alliance lasted for a year. In February this year, Oli changed his position, separated Prachanda from the Congress Party and brought him back to his side. A new alliance was formed with the support of RSVP.
As the new alliance was formed, on February 30, 2080, UML chairman Oli expressed his displeasure with Deuba’s behavior in Parliament, as if he had nothing to do with Deuba.
“Yesterday Sher Bahadur ji was on the side of power, now I am on the side of power. I want to say, Sher Bahadur ji, let’s sit down, let’s talk,” Oli said, adding that those sitting in the opposition should not stop talking, let’s talk. As Oli called for dialogue on the podium, Duupa, who was sitting in the opposition benches, smiled and shook his head.
But there was no dialogue between the two leaders. However, Congress leaders kept coming to Barkot after informing Deuba. Dr. Oli said it was not possible to restore the power alliance immediately and said it was too late despite the meeting of leaders including Shekhar Koirala, General Secretary Gagan Kumar Thapa, Gyanendra Bahadur Karki and others.
According to a standing committee member who is close to Oli, Congress president Sheldon Deuba has wanted to meet him for some time. Deuba arrived in Barkot on Saturday after Oli invited him to come.
But when the budget was announced on June 15, UML chairman Oli publicly expressed his displeasure. Congress leaders were confused whether it was displeasure at the level of the change in the power alliance. At that time, Oli was seen to be unhappy with some appointments like Supreme Court judges, Securities Commission chairman, etc. According to sources, Oli was very angry about the Finance Minister Varshman Pun cancelling the process of appointing the Securities Commission chairman.
Meanwhile, Deuba reached Oli’s residence on Saturday, June 15. Some Congress leaders started saying, “If Deuba proposed Oli as prime minister, now politics will move in that direction”. But not only the Congress reached out to Habar Online, UML leaders also said that the dialogue has not reached that level.
According to a standing committee member close to Oli, Congress president Shevchenko Deuba has wanted to meet him for some time.
Duuba arrived in Barkot on Saturday after Oli invited him to come. The leader said, “It is natural to talk about politics after meeting the top leader, but the conversation has not reached the level of discussing the agenda and doing this.”
Another standing committee member said that there is a growing consensus within the party that the constitution and the Kagesari electoral system should be reviewed. According to his own statement, no matter what mandate the UML runs, it will not be possible to gain a majority in 084 as long as the current electoral system exists.
Dialogue with Congress is necessary to reform the electoral system. “When discussing all issues, the leaders can come to the conclusion that they should form a government together,” the standing committee member said.
A central committee member close to Congress chief Sherif Deuba had a similar analysis. “Since the meeting was at a high level, there was a lot of room for compromise,” he said on condition of anonymity.
