Senators approve half sanctions on NGO control law

In a special session, the Senate approved bills aimed at controlling non-profit social organizations.

Despite the call for debate and the proposal to create a working group, the Honor Colorado Movement (HC) and its allies held a majority and gave half-approval to the project, which is now on the House floor for study and deliberation.

The Act consists of 17 articles that establish control, transparency and accountability measures for non-profit organizations (NPOs). During the specific analysis of each article, some minor modifications were made, but the essence of the document remains the same.

The Senate approved the legislation in general by a vote of 34 to 9. It was then semi-approved in a special proceeding.

Senators Lilian Samaniego (ANR independent) and Éver Villalba (PLRA) tried to postpone treatment for 15 days, but both failed. Even dissident Colorado Senator Blanca Overal urged a prior consensus with the affected organizations, but her call was also ignored.

The semi-approval of the project has caused mixed reactions, especially among civil society organizations, which have expressed concerns about the impact of the new legislation. The discussion will now move to the Chamber of Deputies, where the debate on the regulation and control of NGOs in Paraguay is expected to continue.
