Kathmandu, July 17. Tribhuvan University on Tuesday passed the budget but the policies and plans were not forthcoming. Vice-Chancellor Prof Dr Kesharjung Baral tried to present the policies and plans in the second meeting. But KP Sharma Oli, who is also the Prime Minister, blocked the move.

Vice-Chancellor Baral has adopted a policy of reorganizing the university based on the recommendations of the committee. According to this, the proposal of reorganizing into central departments and autonomous schools and merging research centers into schools has been incorporated into the plan.
The plan mentioned that after amending the existing autonomy rules, preparations will be made to develop Prithvi Narayan Campus in Pokhara, Mahendra Morang Adarsh Multipurpose Campus in Biratnagar and Mahendra Multipurpose Campus in Nepalgunj as educational institutions in the first phase.
The plan mentioned the implementation of a school calendar. The meeting proposed that an education schedule that is compatible with the international school calendar will be formulated and effectively implemented, and necessary institutional supervision mechanisms will be established.
Moreover, a policy of releasing the examination results as per the calendar has been adopted, for which the construction of the in-progress application related to the examination is completed on time and used for all the tasks of the examination.
Similarly, in terms of talent development, appointments of various officials of the school are carried out as per the set standards and the relevant rules, regulations and procedures are revised as per the need.
It is reported that the number of posts will be determined based on the need after reviewing the number of vice-presidents, vice-campus directors and vice-chancellors, depending on the work situation.
Based on their research work and results, professors, assistant professors and associate professors will be hired through a fast track, continuing the policy of recruiting high-quality talents to serve in universities.
To effectively implement the school’s Information Technology Policy 2080 and enhance internet connectivity, plans are being made to establish Wi-Fi zones in all institutions of the school.
A plan has been launched to gradually extend the Edu-ROM facilities at Kirtipur University campus and Purchok Institute of Engineering to all official campuses.
It is stated that research will be carried out in areas of national priority in collaboration with the government and the University Grants Commission, providing necessary research resources and means.
There is a plan to restructure the Research Councils and review their roles, and to revise and make more realistic the spending guidelines for research programme budgets.
It is said that by activating the Research Conduct Review Committee, universities will have to obtain permission from the committee to conduct research.
It was mentioned that first priority will be given to cases where physical construction is incomplete, then priority will be given to purchasing minimum laboratory equipment required for study and research, and third priority will be given to maintenance, depending on the situation.
The 20-page policy and plan mentions monitoring, quality control and maintaining good governance. It is said that the role of the curriculum development centre will be reviewed and reorganised and the process of awarding equivalency certificates will be made simpler and more practical.
