Kathmandu, July 17. The CPN-ML leaders who were assigned to different regions and with special responsibilities have returned to their own districts/regions after the 2079 general election results did not come out as claimed by the party.
The UML undertook a two-month “grassroots mission” and a year of organizational strengthening after the election results fell short of its goal of securing a single majority and making President Sharma Oli the prime minister. The grassroots campaign’s mission focused on identifying the party’s problems.
During the year-long campaign, leadership reshuffles, membership assignments, and renewal of sub-state committees were carried out. During this operation conducted under Mission-084, leaders were given responsibility for different geographic locations and regions.
Thus, the UML, through today’s secretariat meeting, allowed the leaders who had been engaged in the special operation for 18 months to return to their respective districts and regions. Under the policy of “no one person in charge”, the central leaders were responsible for their own constituencies, regions and departments.
When dividing responsibilities, the basis is province, district, representative seat district, and provincial parliamentary constituency. When the leaders of the Jumbo Central Committee are all responsible, there are multiple people responsible for the same area.
But when it comes to assigning new responsibilities, no clear criteria are set. Which level of leadership will have what kind of responsibilities? There is nothing to dictate who should be promoted on what basis,” said one official. “No matter what the president and general secretary say in their hearts, this has become the standard.”
Especially the decision on the responsibility of the provincial authorities has caused dissatisfaction among the leaders. After the secretariat meeting, Sherdhan Rai of Koshi, Leelanath Shrestha of Madhesh, Rajan Bhattarai of Bagmati, Kiran Gurung of Gandaki, Padma Aryal of Lumbini, Gorakh Bahadur Bogti of Karnali and Lekraj Bhatt of Sudurpaschim province were put in charge.
Last year, the criteria for appointment of provincial secretaries were determined. According to reports, Raghubir Mahaseth was appointed for Koshi, Yogesh Bhattarai for Madhesi, Top Bahadur Rayamazhi for Bagmati (after Guruprasad Baral went to jail), Gokarna Bista for Gandaki, Padma Aryal for Lumbini, Lekraj Bhatt for Karnali and Chabilal Vishwakarma for the far west.
Under the policy of not being in the same region, party secretaries were assigned to different provinces, with some secretaries taking charge of multiple provinces at the same time.
The UML developed policies such as assigning responsibilities to leaders by creating criteria, mobilizing in different regions, and making the organization agile in accordance with the goals of Mission-084. In other words, the first priority of the UML was to carry out organizational reforms in order to obtain a single majority in the upcoming elections.
But before the 2004 elections to lead the government, the UML leadership once again made the same accusations, especially regarding provincial heads.

However, Gokarn Bista, Yogesh Bhattarai, Chabilal Vishwakarma and Raghubir Mahaseth were deprived of the post of state in-charge so that whoever wins the election will not hold a major responsibility in the party.But the same meeting promoted Congress MP Leelanath Shrestha to the standing committee in-charge of Madhesh region.
Some leaders, including deputy general secretary Prithvisubba Gurung, were not given any responsibility for the party when they entered the government. But in the case of Bishnu Prasad Paudel, deputy prime minister and finance minister and the party’s vice-president, this standard did not apply. Paudel’s responsibilities were to oversee organizational work and coordinate relevant departments within the party.
One leader said: “There is no situation where the responsibility of leaders can be discussed and decisions can be made on a basis that is like formalizing a decision that has already been made.”
No dissatisfaction was heard
Thursday’s meeting nominated 17 new central committee members, increasing the number of central leaders to 355, a move some officials expressed dissatisfaction with.
Some officials did not speak. Sources said senior vice president Ishwar Pokharel, vice president Ram Bahadur Thapa Badal and deputy secretary general Pradeep Gyawali only listened to the entire meeting. “Ishwar Pokharel had a special relationship with Yuvraj Gyawali but he did not want to talk,” said the source.
But Vice President Yuvraj Gyawali spoke for a long time. Gyawali’s demand was to revise the current proposal to make the Mission-084 campaign a success. “What will Ashtalakshmi Shakya do if I don’t take charge of geography? But it is better to let active leaders, especially the secretary, take the responsibility of the director,” said Gyawali.
Another vice president, Surendra Pandey, also said the same thing as Gyawali. He wants to take charge of Bagmati province. ‘I will definitely work hard after I get it this time. I will build Bagmati,’ Pandey said.
Vice President Gyawali also agreed to put Pandey in charge of Bagmati. Gyawali felt that either Pandey or Krishna Gopal Shrestha should be in charge of Kathmandu by Bagmati as he is the vice president. He said that the party will be formed by doing so.
But the issue of Gyawali and Pandey was overshadowed by the request of Secretary of State Raghuvir Mahaseth. Mahaseth, who was in charge of Koshi, requested to be in charge of Madhesh. Meanwhile, Mahaseth’s request was to get the post of External Affairs Minister instead of being in charge of Madhesh.
“No one else was heard. But Mahaseth was given the external affairs minister’s post as soon as he asked for it,” sources in the meeting said. According to these sources, deputy secretary general Vishnu Rimal felt it would be better to bring Mahaseth to the position vacated when external affairs minister Rajan Bhattarai took charge of Bagmati. His decision has already been made.
But the suggestions of other officials to take charge of geographical and non-geographical matters including provinces were not listened to. “Koshi is more suitable for Yogesh, Madhesh is more suitable for Raghuveer and Gandaki is more suitable for Padma.” Because there are two other secretaries in Lumbini. Pandey said in the meeting that it would be better for Gokarn and Shabilal to share the responsibility.
Yogesh Bhattarai also made no secret of his desire to take charge of Koshi. Secretary Yogesh said, “Wherever the mission is, it should be carried out.
Party Secretary Gokarn Bista said angrily. Bista suggested that the leadership should make the right decision, saying that they would do so even if they were entrusted with the library. “Whatever responsibility falls on me, I will perform it efficiently. This time, this will happen even if the library department is entrusted,” Bista said.
Secretary Shabi Lal and Lehraj spoke about support or opposition. Lehraj is in charge of the province of his choice and is in charge of other districts. Shabi Lal had said that he should be held accountable. Vice President Ashtarakshmi Shakya stressed on the role of women while giving them responsibility.
But leaders said Oli decided not to listen to even special requests. In a way, a leader close to him, Guru Prasad Baral, was promoted to vice president in one fell swoop.
A vice-presidential post fell vacant after the death of Subhas Nemwang last year. When Baral was nominated for the post, no basis was presented in the meeting that the leaders could understand.
