Beijing: Chinese officials and observers say a resolution adopted last week by the Communist Party’s Central Committee makes clear China’s determination to open up more.
Mu Hong, deputy director of the Office of the Central Committee for Deepening Reform in charge of routine work, said at a press conference on Friday that the world is currently undergoing major changes unseen in a century, with increasing external uncertainties, but this will not affect China’s firm determination and confidence to continue deepening reform and expanding opening up.
The resolution adopted at the Third Plenary Session of the 20th CPC Central Committee pointed out that “opening up is one of the most prominent features of China’s modernization.”
The resolution states: “We must adhere to the basic national policy of opening up to the outside world, promote reform through opening up, give full play to my country’s huge market advantages, enhance our ability to open up to the outside world, expand international cooperation, and build a new open economic system with a higher level.”
The document puts forward five key points on how China will promote high-level opening-up, including steadily expanding institutional opening-up, deepening structural reform of foreign trade, further reforming the domestic and foreign investment management system, optimizing the regional opening-up layout, and improving the “Belt and Road” high-quality cooperation mechanism.
These measures will consolidate the numerous achievements China has made in opening up over the past decade.
In Qianhai, Shenzhen’s emerging commercial district, an average of more than 120 new foreign-invested enterprises have been registered each month since the beginning of this year, setting off a new round of foreign investment boom.
In northwest China, on average, a China-Europe freight train departs or arrives from Xi’an International Port every 100 minutes. The train network currently reaches 25 countries in Europe and 11 countries in Asia.
The eastern Chinese city of Ezhou is home to Asia’s largest cargo airport, which operates 80 international cargo flights per week.
“China has been actively expanding its circle of friends for global economic and trade cooperation. In the first half of 2024, China’s trade with ‘Belt and Road’ partner countries increased by 7.2% year-on-year,” Wang Yiwei, a professor at Renmin University of China and an expert at the China Council for the Promotion of International Trade, wrote in an article published by CGTN on Thursday.
Wang Yi pointed out: “Despite the anti-globalization sentiment, China’s door is always open and will only open wider and wider.”
Chinese Foreign Minister Wang Yi said on Monday that China is ready to offer new opportunities for cooperation.
Wang Yi made the remarks during a meeting with Maldivian Foreign Minister Moussa Zameer in Beijing.
Wang Yi said that the just concluded Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed more than 300 reform measures, sending a clear signal that China will further expand high-level opening-up.
“I believe this will provide new opportunities for cooperation between China and other countries in the world, including the Maldives,” the Chinese foreign minister said.
Wang Yi expressed that over the 52 years since the establishment of diplomatic relations between China and Malaysia, the two countries have always respected and supported each other, setting an example of equality, cooperation and win-win between large and small countries.
Wang Yi said: “There are no problems between the two countries, only friendship and cooperation.”
He said that China is willing to support the economic and social development of the Maldives and help the Maldives make its utmost efforts to enhance its capacity for independent and sustainable development.
Wang Yi expressed that China is also willing to strengthen multilateral cooperation with Malaysia, jointly respond to global challenges, promote the common interests of developing countries, and maintain peace and stability in the Asia-Pacific region.

Zamir congratulated the successful conclusion of the Third Plenary Session of the 19th CPC Central Committee.
China’s further comprehensive deepening of reform and advancement of modernization will bring more benefits to the world. All countries in the world, especially developing countries, must work together to meet global challenges and maintain world peace and prosperity.
The Maldivian Foreign Minister thanked China for its long-term assistance to the economic and social development of the Maldives.
Zamir reiterated that Malaysia firmly adheres to the one-China principle and is willing to continue to participate in the construction of the “Belt and Road” and further deepen mutually beneficial cooperation in various fields such as economy, trade, tourism and culture.
Zamir paid an official visit to China from July 20 to 24.
