The Tel Aviv municipality continues its crackdown on car drivers in the city. After raising parking fees for out-of-towners and city residents, it is now tackling drivers who nervously honk their car horns and undermine the quality of life in the city.
The City Council’s Finance Committee approved this week making the use of horns an offence punishable by fines. Article 2 of the Tel Aviv-Jaffa Municipal Code (Noise Prevention) prohibits the activation of car horns unless it is necessary to prevent an immediate danger. Car horns are indeed a nuisance that harms the quality of life of residents living near the road as well as pedestrians and makes urban spaces noisy, unwelcoming and disturbing. As mentioned above, in order to simplify enforcement, the crime was approved as a fine crime and can be enforced electronically after the amendment is entered into the records with the approval of the City Council and the approval of the relevant government ministries and the approval of the Knesset and the Constitutional Committee of the Parliament.
It is worth noting that the city government’s move to increase parking fees for guests has been sharply criticized by the Chairman of the Economic Committee, MK David Bitan (Likud). It will be interesting to see how the Chairman of the Constitutional Committee, MK Simcha Rothman (Likud), will react to this move.
The detection of danger will be done using cameras equipped with dozens of tiny microphones, the combination of which allows for a complete identification of the offending vehicle and transmits it to the inspector sitting in the electronic enforcement unit. Similar to traffic regulations, even in the case of illegal use of the horn, the owner of the vehicle will be considered a violator unless he can prove otherwise.
