Defense Minister Shin Won-sik repeatedly emphasized the offensive response policy at a combat commander meeting on the 2nd, saying, “If the enemy provokes, we will punish them according to the principle of ‘immediately, strongly, and finally’.”
Minister Shin presided over a meeting at the Ministry of National Defense Building in Yongsan, Seoul that day and gave instructions, saying, “Some people believe that North Korea can change, but it turns out that this is completely a fantasy and futile belief.”
In his inaugural speech last month, he mentioned the importance of establishing a confrontational perspective and proposed the principle of “immediate, strong, and final” in response to North Korean provocations. And when reviewing frontline troops, the soldiers said: “Remember!” In other words, they shouted the slogan “River, end!”
Minister Shin did not hide his displeasure with the Sept. 19 inter-Korean military agreement, telling the meeting, “The enemy will never change, but we are the only ones who respond defensively.”
This once again points out that despite North Korea’s repeated violations of the agreement and increasing nuclear and missile threats, only South Korea has abided by the agreement and is restricted from conducting surveillance, reconnaissance and live-fire training on North Korea.
Minister Shin stated at the meeting that “North Korea is very likely to launch direct provocations to divert internal complaints about food and economic difficulties to the outside world.” He then asked combat commanders to comprehensively formulate specific preparation plans for various types of provocations in light of the changes in warfare revealed in the Ukrainian war and the armed conflict between Israel and Hamas.
At the same time, key officials from the Ministry of National Defense and the Joint Chiefs of Staff attended the meeting. The commanders of the army, fleet, drone operations commander and other combat commanders of various services participated in the meeting via video conference.
