According to the Minister of State and Government Spokesperson, Jean Emmanuel OUEDRAOGO, the committee examined several reports and made important decisions for the smooth functioning of the State.
The committee, on behalf of the Ministry of Territorial Administration, Decentralization and Security, has adopted a draft decree defining the territorial jurisdiction of the National Police and the National Gendarmerie. For the Ministerial Delegate in charge of security, Regional Police Chief Mahamadou SANA, the decree was adopted to apply article 16 of Law 032 of 2003 on internal security. “With the conclusion of this decree, the National Police will now have territorial jurisdiction over the urban communes of Kadiogo province and other communes; the National Gendarmerie will have rural municipalities as its jurisdiction,” he explained.
The SANA minister said that the tilted system is planned based on a certain number of variables such as crime, demography and economy. According to his explanation, territorial jurisdiction can be transferred from one entity to another based on these criteria. The adoption of the draft decree will put an end to duplication (gendarmes/police), help improve the country’s security network and enable the determination of responsibilities when the security situation deteriorates.
The committee, representing the Ministry of Justice, the Ministry of Human Rights, the Ministry responsible for institutional relations and the custody of the seal, adopted the draft organic law on the duties, composition, organization and functioning of the National Security Council.
The Minister of Justice, Me Edasso Rodrigue BAYALA, said that the 2023 Transitional Legislative Assembly passed the law amending the Constitution and establishing the National Security Council. “The adoption of this bill makes the institutional intelligence framework of our country operational and strengthens the effectiveness of intelligence,” said Me Edasso Rodrigue BAYALA.
The Council, representing the Ministry of Energy, Mines and Quarries, adopted a draft decree amending the decree that created the Burkina Faso Mining Participation Company. Minister Yacouba Zabré said that “in the dynamics of the ongoing reforms and in order to achieve the vision of the Head of State, we considered it appropriate to promote the operation of this structure”, which was created in 2014 but has not yet started functioning. He pointed out that this operation will make it possible to have a unique tool capable of implementing the reforms being carried out in the mining sector. The company will contribute to maximizing the benefits for Burkina Faso through strategic monitoring.
The committee also agreed to renew for five years the industrial mining license for the large Talpaco gold mine, which, according to the minister, will generate 71 billion CFA francs for the state budget and consolidate jobs for 500 Burkinabe people.
Minister GOUBA announced that the Council accepted the exemption for approximately 488 square kilometres of the mine.
