Romania to charge patients for pain treatment services

Experts estimate that around 20% of European adults are affected by chronic pain, but less than 2% of patients access specialized pain management services.

Therefore, a new law includes medical pain treatment services in the list of services for insured patients in Romania, News.ro reports.

This is about Law No. 208/2024, which amends and improves Law No. 95/2006 on healthcare reform.

The law was voted in Parliament, promulgated by the President and published in the Official Gazette on Thursday, July 4. The normative act will enter into force 90 days after its publication in the Official Gazette.

“The insured person has the right to receive medical services for the treatment of illness, prevention of complications, rehabilitation after illness and pain management”, lays down the new law which completes the provisions contained in Law No. 95/2006.

According to the normative act, for insured persons who benefit from medical services for pain treatment, “Pain management is provided in an integrated and interdisciplinary manner within the context of evidence-based medicine and in accordance with medical practice guidelines, national medical practice protocols, operational medical practice protocols, or treatment plans.”.

The Act provides that the Ministry of Health will develop, in consultation with professional groups and other relevant bodies, strategies for specialized training of professionals in pain management and for patient education on pain prevention and treatment.

Dr. Ovidiu Palea, the only doctor in Romania certified in pain therapy by the World Pain Institute in 2023 and coordinator of the Center for Comprehensive Pain Treatment, explains in a video interview with 360medical.ro, “Interventional pain therapy is an essential bridge between conservative and surgical treatments.”

The doctor said Romania’s public health system must have a pain treatment team in every hospital, initially county and university hospitals.
