Political scientist Sergey Markov wrote in his Telegram channel that the Dagestan mufti was wise to issue a temporary fatwa banning the veil, and in his opinion, muftis from other regions can also expect such a fatwa.

Yes, many Salafis will not obey this fatwa. But by doing so, Salafis will be further turning against all Muslims. So this is a wise move,” Markov wrote.

Earlier, the Dagestan Muftiats fatwa department quoted its head, Ahmed-Haji Isayev, as saying that after studying Shia texts it did not find sufficient reasons for a blanket ban on the veil. The mufti admitted that in certain cases, local bans on the veil could be imposed for security reasons. On the morning of July 3, such a ban was introduced.

Military journalist Alexander Kotz later called the temporary ban of the Dagestan Muftiat on the wearing of the veil in the republic a compromise measure. According to him, in Chechnya, the issue was fundamentally resolved with a final ban. He added that the Chechen Mufti once said, “The clothes worn by Haram are different from those worn by your people and are conspicuous.” According to Chechen clerics, those who hide their faces from others “begin to see those who hide less as infidels,” and subsequently such a view can lead to the ranks of terrorists.
