PANCAP holds two-day workshop to explore strengthening sustainable financing for HIV/AIDS programs

Kaieteur News – Ensuring sustainable financing for HIV programmes remains a critical element of the regional HIV response. In this regard, the Pan Caribbean Partnership for HIV (PANCAP) recently convened a workshop on strengthening sustainable financing for HIV programmes. The workshop was held on 8-9 July 2024 in Trinidad and Tobago.

The main objectives of this workshop are to build capacity and promote commitment to sustainable financing of HIV programmes and to promote efforts for sustainable financing of HIV programmes through resource mobilization and social contracts.
Dr. Wendy Telgt Emanuelson, Director of the PANCAP Coordination Unit (PCU), encouraged participants to openly share ideas and jointly explore innovative solutions to achieve sustainable financing of regional HIV programs.
“Share your experiences and explore potential partnerships for collaborative action so that together we can create a future where all individuals affected by HIV and AIDS have equal access to quality services and support,” she stressed.
Speaking on behalf of Minister in the Prime Minister’s Office, Ayanna Webster-Roy, Head of the National AIDS Coordinating Committee (NACC), was Dr. Ayanna Sebro, Technical Director of the NACC. Dr. Sebro stressed that countries’ efforts to end AIDS by 2030 urgently need to scale up their responses, which will require financial interventions to fill the many remaining gaps.
“New sources of funding are needed to ensure the sustainability of existing programmes and, more importantly, to make them reach more people,” Dr. Sebro stressed. “Sustainable financing can be achieved through proper strategizing and planning and a collaborative multisectoral approach with stakeholders. From governments to civil society organizations (CSOs), from policymakers to service delivery officials, from academia to the private sector, all sectors, all key populations, all levels must collaborate to optimize, reduce duplication, increase efficiency and work smarter,” she added.
During the two-day workshop, health financing experts gave interactive presentations on key concepts such as the Caribbean economic landscape, understanding the landscape of community-led initiatives, and HIV financing in the context of Caribbean realities. Best practices, case studies, and practical uses of resource mobilization were also shared with participants to achieve sustainability in the HIV response. A panel discussion with government officials, civil society organization representatives, and policymakers explored the challenges and successes of HIV programs through various financing methods.
PANCAP will continue to work with its partners to explore and support investment strategies, national policies, and regulatory frameworks to strengthen sustainable financing for HIV programs throughout Latin America and the Caribbean.
The workshop was attended by national AIDS program managers, regional civil society organization representatives, donor agencies, government representatives, and technical partners from the region. PANCAP gratefully acknowledges the United States Agency for International Development (USAID) and the Global Fund for facilitating this workshop.
