Pacific Island Leaders and Japan concluded the 10th Pacific Islands Leaders Meeting (PALM10) with a renewed commitment to advance cooperation in six key areas. The newly released Joint Action Plan outlines a strategic framework for collaborative efforts aligned with the 2050 Strategy.
Japanese Prime Minister Fumio Kishida and Cook Islands Prime Minister Mark Brown told Pacific leaders the six regional priority areas of the action plan are a unified approach to oceans, climate change, peace and security, people-centred development and political leadership.
In terms of political leadership and regionalism, the plan includes active participation in regional meetings, support for Pacific Islands Forum (PIF) and Council of Regional Organisations of the Pacific (CROP) initiatives, and respect for regional solidarity.
For people-centred development, the focus will be on strengthening health systems and education frameworks. “We are committed to strengthening health care and improving education outcomes, leveraging Japan’s expertise,” Brown said. The plan includes supporting the Pacific Regional Education Framework (PacREF) and strengthening collaboration in the health and education sectors.
In terms of peace and security, Japan will devote air and naval resources to strengthen maritime border protection and combat transnational crime through the Pacific Transnational Organized Crime Combating Strategy 2024-2028.
The framework also addresses resource and economic development, including labor mobility and financial infrastructure improvements. Japan’s commitment to transparency on ALPS-related water emissions and climate adaptation underscores the partnership’s focus on environmental sustainability.
