Barriers to installing electric vehicle chargers on private estates

Ang Chee Siong, chairman of the management committee of The Quintet in Choa Chu Kang, said convincing residents to bear the additional cost of chargers is a challenge as only a small proportion of residents use electric vehicles.

“(If) you use the resources of the entire condominium to support less than 1 to 2 per cent of the residents … it’s really not a wise decision,” Mr Ang said.

Currently, he said, only about 3% of residents in his apartment complex drive electric vehicles.

He said the condo management had spent a year studying the issue to find a solution that would satisfy all residents.

They eventually found two ways to address the cost issue – using a charger’s “zero-cost installation” service and taking advantage of the Land Transport Authority’s universal charger grant for electric vehicles.

The grant will co-fund 50% of the cost of 2,000 smart chargers, or until December next year, whichever is earlier.

Mr Ahn said the grant would “go a long way” in convincing apartment dwellers that it would cost little to install chargers.

It also convinced more than 90% of residents to pass a resolution to install chargers.

In January, six electric vehicle chargers were installed at the condo.

The Land Transport Authority said it has co-funded more than 1,200 chargers, including at The Quintet, under its Electric Vehicle Universal Charger Grant.

It added that by the end of this year, one in five non-landed private homes in Singapore, such as condominiums, are expected to be equipped with EV charging stations.

In an interview with reporters at The Quintet, Senior Minister of State for Transport Amy Khor said that in order to better support the plan of condominiums to install electric vehicle chargers, Regulatory changes It came into effect at the end of 2023.

It lowers the voting threshold for apartments to install electric vehicle chargers from 90% to 50%.

“We think the acceptance rate may increase because previous feedback was that it was a little difficult to reach the higher resolution threshold,” Dr. Khor said.

The LTA said the increase in the number of charging stations is to keep pace with the corresponding growth in the number of electric vehicles to maintain the “momentum in the transition to clean energy vehicles”.

In the first half of 2024, new electric vehicle registrations accounted for nearly a third of all new car registrations, compared with about 18% for the whole of 2023 and 12% in 2022.

To date, about 18,000 cars in Singapore are electric, accounting for 2.7% of the total number of cars in Singapore.

Dr Khor added that more than 80 per cent of all new cars registered in the first half of this year were clean energy models, including hybrid cars.

The Land Transport Authority said it will also waive registration fees for chargers used for education and research purposes.

“This will promote innovation and upskilling in the industry, with implementation targeted for the fourth quarter of 2024,” the Land Transport Authority said.

Previously, the Land Transport Authority announced that it would waive registration fees for short-term charging stations for up to two months.
