The new state legislature is ready to take office, but there is still some time left before it can fully perform its duties, which effectively extends the “holiday” of ordinary administration to four months.
It was on March 20, in fact, that the Regent issued Regent Decree No. 63, approving the dissolution of the Grand General Council and the vote on the Government Program, with the nomination of the next State Council expected around July 20. In recent days, at the end of the Council session, the bill has been formalized to the Regent Captains by the representatives of the San Marino Christian Democratic List, the largest list belonging to the coalition of the largest lists that signed, on June 27, 2024, the agreement for the formation of the majority of the Government by the Alliance of Democracy and Freedom and the Liberal/PS-PSD Alliance. The Regent Captains therefore convened a meeting of the President’s Office on Friday, July 12, at 10 am, to determine the date and agenda of the next Grand General Council meeting, at which the Government Program will be discussed and voted on. The appointment of the State Council is based on the provisions of paragraph 5 of article 1 of the Eligibility Law n.184/2005.
The best Captain-Regent recalled at the same Council meeting the “very high responsibility you will feel over the next five years. Every choice you make must be accompanied by a question: am I working for the good of the citizens? Dare to think that we can always fly higher”, “to ensure the best future for our young people. Always demanding of yourself, being concrete dreamers and facing every obstacle with commitment, with an eye to unity, not division. The 31st Legislature will be the European integration legislature. We hope that you will encourage this path and facilitate the work of the legislature with the necessary measures. The constitutional system of our Republic requires careful and constant fine-tuning. The Council must work on institutional reforms that combine technical-scientific contributions of an academic nature with a thoughtful injection of innovation”.
Secretariat and Delegation
The composition of a new state parliament is always a complex puzzle, especially since even opposition parties and coalitions can gain a majority in the first round, as happened this year and in 2019.
It can be said that today, as then, there are both obvious continuities and important innovations.
The confirmations at the level of the Secretariat of State have been officially announced in recent weeks, three plus one: Luca Beccari will remain Secretary of State for Foreign Affairs, responsible for political affairs, international economic cooperation and digital transition; Marco Gatti continues as Secretary of State for Finance and Budget, responsible for transport and energy; Federico Pedini Amati will continue as Secretary of State for Tourism, responsible for Post, Cooperation, Expo, Information and Attraction of Tourism Investments. Perhaps a little surprising, the last of the list of confirmations is Mariella Mularoni, Secretary of State for Health and Social Security, responsible for Social Affairs and Equal Opportunities, who took over the campaign of the last legislature after leaving the majority of the RETE, replacing Roberto Ciavatta: for her it is a reward not only for the work she has done in a few months, but above all for the great consensus of preferences obtained. Judging by the list of nominations in Washington DC, the vote has weight. So much so that Stefano Canti (moved from Territory to Justice, representing Social Security and the Family) and Teodoro Lonfernini (moved from Work to Education and Culture, representing universities, research and youth policy) also remain in the State Parliament.
Also the important secretariat of the Riformist League, Rossano Fabbri represents industry, crafts and commerce, as well as the equally important technological research, telecommunications and, most coveted, sports delegations.
On the other hand, that is, at the headquarters of the Libera/PS-PSD alliance, in addition to the very confirmed Pedini Amati, there is the confirmation of Andrea Bellucci (PSD), but he moves from the Education sector to the Ministry of the Interior with a delegation to the public functions, institutional affairs, relations with the Castle Council and regulatory simplification.
Thus, the two “new members” of the Council of State, after their experience in the Great General Council, will now head some of the most important State Secretariats, namely: Matteo Ciacci, who will be the new Secretary of State for Territorial Affairs and Minister of State for the Environment, in charge of agriculture, civil protection and relations with the AASLP; and Alessandro Bevitori, the next Minister of Labor, in charge of economic planning, relations with the AASS, ecological transition and technological innovation. Also interesting in this context are the two delegations of autonomous companies, which together with the Post Office of Pediniamati form the three state-run operating companies, in short, all within the Libera/PS-PSD quota.
Plans between the EU and reform
If the Secretariat and its respective delegations now have an official status, as for the government programme, it has not yet been published but is undoubtedly the result of a clear and necessary compromise between the two electoral programmes, the divergence of opinion between the two coalitions participating in the elections, and then an agreement to establish an absolute majority (44 out of 60 MPs) to give life to the new government.
Obviously, this is a project divided into four chapters, which also mention the priority areas that the next legislature wants to implement: institutional, economic, social and environmental. In the “institutional” aspect, it is the reforms that have been postponed, but which must be implemented according to the Association Agreement with the EU to give new shape to the structure and to a certain extent “reflect it internationally to the interlocutors”. This was the point of convergence of the two unions before and even more so now, as is the vision of further integration of the single market, which is in some ways the beacon of this legislature and will also characterize the government’s program. Especially in the economic aspect, as the economic category hopes.
It is no coincidence, therefore, that foreign affairs, finance and industry are entrusted to the representatives of the PDCS-AR alliance. However, at the social and environmental level (both territories and jobs are entrusted to the Secretariat of Libera), it will be interesting to see how the long-awaited urban planning initiative will be conceived and launched, taking into account the “housing question”. “This, especially for the left, has always been one of the war horses of the elections.
