The newly elected members will return to the House of Representatives. The special parliamentary session convened by the Council of Ministers a few days ago began today in Chimbazaza, marking the inauguration of the Council of Ministers. According to the agenda, this involves the establishment of a permanent office for the National Assembly. Politically, this will be the beginning of a rather important political movement in the country, as there are many issues.
The presidential party, which has a majority in the lower house and more than half of the elected officials (84), must ensure the stability of the regime and thus elect a strong president who can ensure strict discipline in the Chimbaza Palace. The problem arose on the eve of the May 29 legislative elections after Ambatofinandrahana MP Christine Razanamahasoa was excluded from the House of Representatives and the presidential platform IRD.
The IRS platform has many options, especially for ministers who are participating in the legislative elections. Among the names circulating is Marie Michelle Sahondraharimalala, former Minister of National Education and a close collaborator of President Rajoelina. The possibility of Augustin Andriamananoro, one of President Rajoelina’s TGV party tenors and former Minister of Communications and Culture, as Tsimbazaza president is not ruled out. Especially after the former Minister of Education was announced as Prime Minister.
The second issue of the new extraordinary parliamentary session in Chimbazaza is precisely the issue of the Prime Minister. The country’s current law states that the majority parliamentary group nominates the head of government to the President of the Republic, who appoints him by decree and forms the members of the government together with the President. Therefore, the current Prime Minister Christian Ntsay must resign together with his ministers. However, he is currently on a business trip in China and will not be present at the opening of this extraordinary session.
The most immediate change after the convening of the new interim parliament is the reshuffle. If the current political situation is to be believed, there should be major changes within the government. For President Rajoelina and his supporters, the idea is to ensure political succession for future presidencies and thus implement the presidential project during the campaign. Seven ministers participated as candidates in the legislative elections, and six of them won.
Lalatiana Rakotondrazafy, former government spokesperson and former Minister of Technical Education and Vocational Training, lost in this election. However, he was a key figure in the regime, always defending President Rajoelina and protecting the regime’s excesses. Since she was not elected as a representative, the question is whether the head of state plans to reappoint her to a future government.
