Belarusian Minister of Construction and Architecture Ruslan Pakkhamovich explained on August 11 that developers face administrative liability for prolonging housing construction.
The official pointed out that in order to reduce the number of long-term construction projects, the Code of Building, Urban Planning and Construction Activities stipulates responsibilities.
The guidelines come into effect on July 23, 2024.
In particular, the document limits the ability to extend the duration of housing construction. So, now it can only be done once, and only for two months.
“In case of violations, administrative liability will be pursued. Article 100 of the Law on Building, Urban Planning and Construction Activities provides:
“Depending on the construction period, construction may be suspended (except for the circumstances specified in the second part of this paragraph):
- Maximum one year – no more than twice during construction;
- One to two years – no more than three times during the construction period;
- More than two years – no more than four times during the construction period.
The number of work stoppages during residential building construction shall not exceed three times.
Except for the circumstances specified in Part 4 of this Clause, the cumulative period of suspension of construction shall not exceed three months.
At the request of the client or developer, local executive and administrative bodies have the power to extend the suspension period by up to two months at a time.
