SINGAPORE: A 54-year-old man admitted in court on Wednesday (Aug 28) that he had cycled naked on Lazarus Island and exposed himself to students at two universities.
Singaporean Leong Weng Wai pleaded guilty to three counts of being naked in public under the Miscellaneous Offences (Public Order and Nuisance) Act.
Two other charges of appearing nude in the National University of Singapore campus will be taken into consideration for sentencing.
Campers on Lazarus Island
On November 14 last year, the two female victims, whose ages have not been disclosed, went camping on Lazarus Island.
That night, they saw Mr. Liang riding his bike naked. When Mr. Liang noticed them, he quickly got off his bike.
He parked his bike on the trail and hid in nearby trees and bushes.
Campers continue hiking around the island.
However, Mr. Liang got on his bicycle and rode past them naked.
The victim used his cellphone to take photos and videos of Liang riding his bike naked.
This time, Mr. Liang stopped in front of the campers and asked them for some clothes.
He claimed his clothes had been “washed away” into the sea. The victim rejected him and walked away.
Investigations revealed that Liang left the island that night but returned the next morning.
That morning, the campers spotted him on his bike again, but this time he was fully clothed.
When they saw him again after noon, he had taken off his pants and underwear. When they saw him for the third time that day, he was only wearing a small towel.
In total, campers saw Mr. Liang in various states of undress four times over two days.
Later that month, they reported a naked man on Lazarus Island to police.
University Flash
Mr Leong also admitted to performing sexually explicit acts on female students from the National University of Singapore (NUS) and Nanyang Technological University (NTU) in May last year.
On May 18, 2023, at about 10pm, Mr Liang went to the disabled toilet at the Stephen Riady Centre at the National University of Singapore’s University City.
He shouted for help and a woman came over and saw Mr Liang lying on the toilet floor with his head sticking out of the door.
The woman asked her friend who was studying at the National University of Singapore to go with her to help Mr Liang.
However, when they got closer, they found that Mr. Liang’s pants were pulled down and his private parts were exposed.
Mr. Liang told them that he had injured his elbows and knees.
The two women helped Mr. Liang up, and after their repeated urging, Mr. Liang pulled up his pants. The two women escorted Mr. Liang to the bus stop.
A few days later, the NUS student lodged a police report alleging that a man had exposed himself to female students twice in the toilet.
On May 23, 2023, a female student from Nanyang Technological University found Liang lying on the wall near the disabled toilet at Nanyang Technological University.
She found that Mr. Liang was wearing a shirt but his trousers were pulled down to his ankles.
As Mr Liang had his back to her, the woman could only see one side of his buttocks.
Mr. Liang stretched out his hands and asked the lady to help him up.
She agreed, but when she pulled him up, Liang’s private parts were exposed.
Mr Liang asked the woman to help him pull up his pants, but the woman refused because she found that Mr Liang could gesture with his hands.
She told Liang not to come closer to her.
Meanwhile, another victim who was flashed by Liang that night returned to the toilet with her male friend and saw the new victim helping Liang.
The police have opened a case for investigation.
The judge ordered a report to assess whether Liang was suitable for a compulsory treatment order and adjourned sentencing until September.
For each charge of being naked in public, Mr Leong could have been sentenced to up to three months’ jail, a fine of up to S$2,000, or both.
