This press release is being issued to announce the de-designation and re-designation of 17 vessels under the Russian sanctions regime.
The Russia (Sanctions) (Withdrawal from the European Union) Regulations 2019 brought into force in the Isle of Man the Sanctions (UK Sanctions Implementation) Regulations 2024 (the “Regulations”) made pursuant to the Sanctions Act 2024. The regime imposes financial, trade, aircraft, shipping and immigration sanctions with the aim of encouraging Russia to cease actions that undermine the stability of Ukraine or undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.
Individuals and entities designated under the regime include: UK Sanctions List.
Types of sanctions that apply under the regime:
- Asset Freeze
- Other financial and investment restrictions
- trading
- migrant
- airplane
- Ships
On 31 July 2024, the Foreign, Commonwealth and Development Office updated the UK sanctions listThis list provides details of persons designated under sanctions regulations.

What you must do
The sanctions target vessels that attempt to undermine sanctions supporting the Russian oil and arms trade.
If you suspect that a vessel matches a vessel on the UK sanctions list and you hold or otherwise deal with funds or economic resources of that vessel –
- You must freeze your assets immediately
- You must review the information you hold about the ship in light of the UK
Sanctions lists to ensure you don’t get false positives - Such assets may not be dealt with or made available to or for the benefit of a designated vessel unless:
- You have legal immunity
- You have a license
If you suspect or become aware of a sanctions violation, or if you have blocked any attempted transaction, Report your suspicions to the Financial Intelligence Unit (FIU).
Failure to comply with financial and trade sanctions or attempts to circumvent them are criminal offenses.
If the relevant agencies have already reported details of accounts, other funds or economic resources frozen for a designated person, there is no need to report those details again.
Ship Specifications
Vessels designated under the Russia (Sanctions) (EU Exit) Regulations 2019 are prohibited from entering UK and Isle of Man ports, may be issued with a despatch or port entry order, may be detained and will be refused registration with the UK and Isle of Man Ship Registries or have their existing registration terminated. In addition, the petroleum price cap exception does not apply to services in relation to specific vessels, nor to the supply or delivery of Russian petroleum or petroleum products on board specific vessels.
