Isle of Man Care Centre Essential Outcomes Framework for the 2022-23 Financial Year It will be presented to the Isle of Man Parliament when it sits in June.
The Required Outcomes Framework (ROF) is Manx Care’s A Letter of Authority, a document produced by the Department of Health and Social Care (DHSC) outlining the activities that the Isle of Man Health Authority needs to carry out during a financial year. The mandate sets out the services required to meet the health needs of the island’s population, the funding available to deliver those services, and the obligations and restrictions on the services. The 2022-23 mandate will also be presented to Tynwald Council.
The 2022-23 ROF fully responds to DHSC requirements and is aligned with Manx Care’s four strategic priorities for the current financial year, namely:
- Improve patient safety
- Creating a positive work culture
- Improve financial performance and increase service productivity and efficiency
- Promoting the integration of health and social care services

At the June sitting of Tynwald Parliament, Minister for Health and Social Care Lawrie Hooper MHK will also table a motion to establish a three-year Manx Care Mandate covering the period 2023-26.

On Tuesday 24 May 2022, the public will be able to find out more about the 2022-23 ROF and its strategy for the future delivery of health and statutory social care services on the Island at Manx Care’s first ever Open Day and Annual Public Meeting (APM). Taking place at the Vagabonds Rugby Club at the Strong Noble Hospital, the event will run from 3pm to 7pm, with an APM sit-down from 5.30pm to 6.45pm. During this time, two keynote speeches will be delivered, one by Tania Linden, Head of Operations for Adult Integrated Mental Health Services, on the development of the Isle of Man Rehabilitation College, and the other by Dr Duncan Gerry, Consultant Geriatrician, on the development of the Isle of Man Frailty Strategy. The public will also have the opportunity to ask questions during the Q&A session.
The Open Day will be run as a largely informal, pop-up event, with the public able to visit the different stalls, meet the teams and staff providing the Care Service, and take part in fun, interactive demonstrations. There will also be a large display of vehicles, equipment and personnel from the Isle of Man’s emergency service partners, including the Isle of Man Care’s Ambulance Service, Police, Fire Service, Coastguard, Civil Defence and the Search and Rescue Dog Association (SARDA), as well as face painting for younger visitors.
