In the context of the government’s public service development plans and projects, the Council of Ministers today discussed the trends and characteristics of Syria’s public service in the next stage at a special meeting chaired by Engineer Hussein Anos, and conducted a comprehensive review of the development of Syria’s public service. Formulate a proposed implementation plan for the draft new public service law, taking into account all opinions and suggestions to ensure exit, and establish an advanced public service system taking into account the peculiarities and nature of the work of each public entity. Guarantee efficiency and fairness in employment in accordance with clear and transparent controls and standards, meet the aspirations of all aspects of the working class, enhance the role of the public sector, and reflect the country’s future vision for public services.
The Council studied the recommendations made by the Forum for Expanded Dialogue on Public Service Law, which included defining the law and status of public positions, implementing a mixed work system based on standards and controls on the type and efficiency of work centres, and granting public bodies the flexibility to determine their needs for workers in an open or closed system, depending on the nature of the work.
The Council stressed the role of the public sector and its importance in the national economy and its continuity, which requires all-out efforts to develop the public sector and strengthen its position, and stressed the need to adopt a holistic perspective when considering legislation on public functions, an objective and realistic vision based on what the public sector should be when it is healthy and at its best, rather than on its current state in the most difficult and acute moments of the crisis, and on the size of the public sector and its role, making it productive, profitable and competitive, and performing its social role efficiently and impartially, and opening up a broader vision for it to become an effective partner, together with the private sector of the State, in the management and achievement of balanced, comprehensive and sustainable development.
Discussions at the meeting showed that the draft law on advanced public duties must serve the public sector, and it is necessary to establish specific and precise controls and standards for public duties, as well as a system of promotion, grade and salary, job descriptions, and standards that regulate the most appropriate and safest work practices, which gives the public sector the opportunity to perform its duties in an efficient, transparent, fair, strong and competitive manner, because the factors that determine the size of the public sector are its size based on market research, economic feasibility, complementarity and competitiveness with the country’s private sector and function from a holistic perspective.

It was pointed out that the most important problem facing the current Public Employment Act is that it constitutes the single basis for all government departments and jobs, and it is very necessary to conduct a serious study of the proposed projects to comply with the requirements of the Public Employment Act. The issue of determining the minimum wage and the need to review it in order to meet the requirements of the living standard and link it to the country’s financial resources and productivity was also discussed. There is also the incentive system.

Engineer Anous stressed that public work projects and determining the level of work are among the most important projects and issues that shape the future of public work in Syria, explaining that the public sector is an important title for work and has proven its existence in the past years of war and siege, which requires strengthening its competitiveness, achieving economic viability and creating appropriate conditions for it to be active and excel in various fields.

The Prime Minister stressed the need to develop the Public Service Law as a package with a clear path for all legislative projects, decisions and procedures, noting the importance of coordination among the relevant authorities on the direction of the Public Service Law in the next phase and in a way that serves the process of public service development.
The Council discussed a wide range of topics related to the future of public positions, most notably defining the identity of public positions, the system of job classification, the job structure of public entities, job description rules, internal regulations, the system of basic rules for human resources management, the evaluation system and its basic rules.
As a result of the discussions, the concept and basis of public employment laws and ranks were approved.
