Article 9 of the Purchasing Power Act 2008-111 of February 8, 2008, amended the Housing Rent Reference Index (RRI) established by Article 35 of Act 2005-841 of July 26, 2005. It is a multi-year chain index. It is calculated by multiplying the index value of the same quarter of the previous year by the change between these two periods in the average of the twelve consecutive months of the Consumer Price Index (excluding tobacco prices and housing rents). The index has as its reference 100 the fourth quarter of 1998.
Calculations are made using unrounded values of the Consumer Price Index.
The housing rental reference index and its annual percentage change are rounded to two decimal places.
Article 12 of Law No. 2022-1158 of August 16, 2022 on Emergency Measures to Protect Purchasing Power, as amended by Article 2 of Law No. 2023-568 of July 7, 2023, stipulates that the annual change in the housing rental reference index between the third quarter of 2022 and the first quarter of 2024 shall not exceed 3.5%.
Exceptionally, in accordance with Provincial Decrees R20-2022-10-11-00012 and R20-2023-10-12-00002, this percentage may not exceed 2.5% in communities governed by article 73 of the Constitution (Overseas territories and departments) and 2.0% in Corsica.
