Therefore, another agenda item of the Russian Federation “provides for the convening of a meeting of the competent Standing Council Committee to examine the issue of non-domiciliary tax residence, based on the Government’s reference”. “Currently no one lives in San Marino as a non-domiciliary tax resident. No one has made a request”, explained Secretary of State Beccari, confirming that he could also participate in the debate of the Committee in this case: the agenda item was withdrawn.
Space on the Network Agenda “commits the Foreign Secretary and the Finance Minister to debate the subject on the Grand General Council’s agenda by October 2024, where non-domiciled tax residents also have a relationship.”

Michel Muratori ( Liberia ) “As Chair of the Second Committee, I commit to coordinate a meeting with the Secretary of State in the near future to conduct a deeper analysis and find common ground in this sense”.
“No non-residence tax residency was issued today: what is the reason?” asked Rep. Fabio Righi (D-Md.).
For Maria Luisa Berti (AR), “the topic of residence in general is a very topical one. A more appropriate scope for review is that of the Council’s Commission”.
“The PSD is also in favor of rejecting the network agenda and discussing it in committees – a topic that is crucial from every point of view, said Matteo Rossi (PSD). “The housing issue is one that directly affects the people. Perhaps it is because our construction has been stagnant for many years. The PSD is in favor of addressing this issue in the relevant committees and finding an immediate solution.”
Finally Nicola Renzi (RF): “This topic of the circular makes us very angry. If we have a different interpretation of the law, we will not agree. The circular must be withdrawn.”
After heated debate, the agenda was put to a vote and was ultimately rejected with 30 votes against and 12 in favor.
We next discuss the three agendas on the State of Palestine proposed by the majority, Rete and RF: This topic was already discussed in early August, with a special discussion of the bill of the Rete movement on “Recognition of the State of Palestine”.

The majority and the RF withdraw their agenda. During the debate, Secretary Beccari announced that “tomorrow I will meet with the Palestinian ambassador. The gradual process must be followed in stages. One stage has already begun.” Leiter also decided to withdraw his agenda, but not the bill.
The common agenda was therefore accepted unanimously with 48 votes in favour.
