Fifteen people have been rescued so far, but dozens more are expected to be trapped under the rubble.
Photos released by Russian agencies showed that most of the five-story building in the industrial city of Nizhny Tagil had been razed to the ground.
Russia’s Emergency Situations Ministry said the cause of the accident may have been a natural gas tank explosion.
Residents of neighboring communities told Russian news agencies they heard a loud explosion shortly before the collapse on Thursday.
Russian rescue officials said the rescue operation involving more than 500 rescue workers and heavy equipment was still continuing on Friday.
They said they have managed to rescue 15 people so far, including seven children and a cat.
Most of the people rescued from the rubble were taken to hospitals.
Local health officials noted that one of the girls was taken to the hospital in serious condition.
Russian law enforcement has launched a criminal investigation into the incident, suspecting that the tragic accident may have been caused by violations of health and safety requirements.
