DOMLEC appoints new general manager

The Board of Directors of Dominican Electricity Company Limited (DOMLEC) has announced the appointment of Mr. Dwayne Cenac as the company’s new General Manager. Mr. Cenac, a seasoned electrical engineer with extensive experience in the field of power systems, will assume his new position on September 2, 2024.

Ms. Francine Baron, Chairperson of the Board of Directors, stated: “Mr. Cenac joins DOMLEC at a challenging time for the company as it plays an important role in the transition of electricity generation from fossil fuels to renewable energy, especially geothermal energy, in the Dominican Republic. The Board of Directors is confident that Mr. Cenac is qualified to successfully manage this transition and lead the company towards stability, profitability and efficiency.”

Having previously held management positions at another Eastern Caribbean power company, Mr. Cenac brings to DOMLEC his knowledge and understanding of the unique characteristics of island utilities and their challenges and growth opportunities.

Born in Grenada, Mr. Cernac holds a Bachelor of Science in Electrical Engineering from the University of the East in Santiago, Cuba, and a Postgraduate Diploma in Business Administration, majoring in Project Management, from the University of Wales.

Trained as an electrical engineer, he worked in various departments at GRENLEC (Grenada Electricity Company Limited), starting in the Generation Department and subsequently holding several management positions including System Control Manager and Generation Manager.

He has achieved many significant achievements during his career, including the expansion of a 33kV, 40MVA substation, and the implementation of new protection schemes to improve reliability. He also revised the system planning methodology to better inform the budgeting process for major investments in transmission, distribution and generation. In the past three years, as Generation Manager, he has placed great emphasis on human resource development as well as sustainability of the department to meet the growing capacity needs. His leadership and management skills have played a key role in the implementation of major capital maintenance and upgrade projects aimed at restoring efficiency and ensuring the reliability of GRENLEC’s generation assets.

As General Manager of DOMLEC, Mr. Cenac will be responsible for providing strategic leadership, overseeing the company’s day-to-day operations, and directing the planning and execution of infrastructure development projects designed to enhance DOMLEC’s efficiency and capabilities. His financial acumen and leadership skills will be essential in managing the company’s financial strategy and controls, as well as leading the team in achieving customer satisfaction and stakeholder management.

DOMLEC is currently installing a 4.8MW system at its Fond Cole facility, which will significantly increase its power generation capacity and improve the reliability of the company’s service to its many customers across the island. With Mr. Cenac’s extensive experience in this field, he is well placed to ensure the success of this project.

DOMLEC would like to express its sincere gratitude to Ms Ellise Darwton, Company Secretary and Legal Officer, who has been efficiently managing DOMLEC in her capacity as Acting General Manager since the resignation of Ms Bertilia McKenzie in March this year.
