The Association of Residents of the Ramadan Estates of Zongo Nabitenga (ARZN) in an open letter to the Minister of Urban Planning, Housing, Land Affairs and Housing, invites him to take action to facilitate the registration of residents of the Zongo Nabitenga website. ARZN reports that since the start of operations, residents have encountered great difficulties, which means that to date no one has been able to register on the platform.

Open letter to the Minister of Urban Planning, Land Affairs and Housing

Mr. Minister,

Your department has launched an initiative to issue useful documents to owners of land acquired by real estate developers. In fact, this operation is not without difficulties.

As the process progresses, the Association of Residents of the Ramadan Real Estate Site of Zongo Nabitenga (ARZN) pointed out with pain that the site was one of the 127 sites selected for the issuance of the AAP and PUH. It is striving for the issuance of the said documents.

In fact, until August 9, 2024, buyers who are members of our Association cannot pay the fees related to requesting documents (PUH, AAP), let alone registering on the platform. Buyers need to report to the Board of Directors of the Ouaga VI Tax Center or to the headquarters of the real estate company (Ramadan Immobilier). Each entity attributes the cause of the difficulties to the other. Therefore, the Association sent a letter on July 31 to the General Directorate of Taxation, with details to the developer Ramadan Immobilier. Both entities received the letter on the same day. In fact, the Association expressed its concern about the difficulties its members are experiencing in their actions. More than a week after receiving the letter, the situation has hardly changed.

The reason given by the tax department was that the list of buyers of the Zongo Nabitenga plot belonging to developer Ramadan Immobilier had not yet been sent for registration.

Therefore, the Association is surprised by this information, since through Letter No. 2024-040/MUAFH/SG dated July 5, 2024, containing the Zongo Nabitenga site regularization notification, and addressed to the Secretary General of your Ministry, Manager Ramandan Immobilier (EX MUAFH), it invited it to provide an updated certified list of all the purchasers of plots on its Zongo-Nabitenga site, as well as the plot development plan, by July 9, 2024. More than a month after this deadline, we dare to believe that the response to the above letter was not in vain.

The developer Ramadan Immobilier did not make things easier either. In fact, given that our plot allocation certificates did not contain a reference number, the General Directorate of Taxes (DGI) informed all buyers in this situation to create a reference number consisting of an SN followed by the date the act was signed. To our surprise, our real estate developer refused this convenience and invited buyers to come to his company headquarters so that he could affix the reference number, some in amounts of 100,000 CFA francs.

Therefore, the list it will transmit to the DGI will be the one where buyers come looking for reference numbers, making the regularisation exercise cumbersome and the number of buyers not exhaustive.

Apart from this, some purchasers lacked allotment sheet information and some did not change their names after purchasing the plots despite various steps taken by the developer.

In view of the delay in processing the correspondence by the Administration, and the impending deadline for the operation, we are sending you this open letter in lieu of normal correspondence so that you can resolve this matter and provide relief to the purchasers of the plots of land.

We request you to take action to facilitate the recruitment of residents at Zongo Nabitenga site.

Your full commitment will help to avoid the sabotage of this operation, which is exactly what His Excellency President Faso wants.
