Delhi Tutoring Centre Floods: Following the Delhi High Court, the Supreme Court has now criticised the government and municipal authorities for failing to ensure safety of students. The Supreme Court today issued separate notices to the Central and Delhi governments over the deaths of three civil services candidates who drowned in the flooded basement of a coaching centre in Rajender Nagar, which was housed in a building that violated municipal and fire safety rules.

During the hearing, the court criticised the authorities for failing to regulate coaching centres, terming them as “death chambers” and accusing them of “playing with the lives of children”. The court also questioned whether there was any regulation of these coaching centres and stressed that there could be hundreds of such centres in Delhi alone. Many of these centres operate in unsafe conditions and charge exorbitant fees to prepare students for the IAS entrance exam.

“Such places have been turned into death chambers. Coaching institutes can function online unless basic norms for safe and dignified living are fully followed. Coaching centres are playing with the lives of aspirants,” a bench of Justice Surya Kant and Justice Ujjal Bhuyan said.

The apex court noted that such norms should include proper ventilation and safe entrances and exits. It also imposed a fine of Rs 1 lakh on the Federation of Coaching Institutions for challenging a Delhi High Court order that required closure of all establishments that did not comply with municipal and fire safety standards; nearly three dozen such centres were shut down as a result.

Last week, the Delhi High Court came heavily against the Delhi Police, Delhi Police and the state government for failing to hold accountable and arrest the real culprits.
