Early this morning, agents of the Judicial Investigation Bureau (OIJ) conducted a raid on the State Technical Secretariat for the Environment (seventh) were detained for alleged irregularities in issuing permits and charging fees. OIJ Director Randall Zúñiga confirmed that several officials, including the Secretary General of SETENA, have been detained. In total, nine people are involved in the case.
“Among them is the secretary general whose last name is Alvarez. In addition, there is another important official named Kenneth and a woman named Magda who is also a subject of investigation,” the police chief detailed.
Furthermore, the director noted that if a license is needed, an individual or consulting firm must be hired to do the formalities and thus obtain a license for a third party. However, in this case, according to Zuniga, the officials themselves “actively cooperated” in obtaining the license, apparently to favor certain companies.
“Obviously, these are the people who provide all the tools and input so that the permit goes through completely smoothly without any issues,” the OIJ director added.
The crimes being investigated by the judicial authorities include bribery (active and passive), influence-for-money transactions and the punishment of corrupt officials. “This is a problem related to the granting of licenses to various individuals interested in undertaking construction projects. Clearly, what we have is that these individuals facilitate or collaborate with those who want to obtain these licenses and provide them with means and resources,” Zuniga explained.
Bribery is not ruled out, and during the investigation, the authorities seized mobile phones for investigation. According to the director of the OIJ, the case is called “Caso Comején” (Termite Case) because termites eat or destroy wood.
As the investigation progresses, authorities are expected to provide more details about the case, possible crimes committed and those involved.
