Sophal Ear, one of Cambodia’s leading political economists, spoke with State of Play to discuss theories about how foreign aid undermines governance in Cambodia and how those lessons apply to current political developments.
Earle, a former refugee who worked at the World Bank and the United Nations before earning his doctorate from UC Berkeley, conducted an in-depth study of development in his book Aid Dependence in Cambodia: How Foreign Aid Undermines Democracy.
El has harshly criticized foreign aid projects in Cambodia, which are riddled with errors, take little consideration of local people’s views, and treat Cambodia only as a testing ground.
