Assignment Title: The services of a consultant were selected to update the draft Geothermal Resources Development Act (2012) and the regulations supporting it.

Saint Lucia has received funding from the World Bank for a project to develop its renewable energy sector and intends to use part of the proceeds for consultancy services.
Consulting services (“Services”) include: (I) Review of existing and draft legislative framework documents and instruments; (two) Review best international practices in at least three countries (including the region), and (three) Prepare drafting instructions to assist the Legislative Drafting Section of the Attorney General’s Office in drafting legislation, regulations, ordinances and geothermal permits related to all geothermal development activities.
The service is expected to commence in July 2024. It is estimated that the service will require 100 man-days of effort spread over a period of nine (9) calendar months.

The Ministry of Infrastructure, Ports and Transport now invites qualified consulting firms (“Consultants”) to express their interest in providing services. Interested Consultants should provide information demonstrating that they have the necessary qualifications and relevant experience to provide the services. The entry criteria are as follows:
1. The company’s qualifications and experience.
• At least ten years of experience advising on legal and regulatory aspects of the electricity industry;
• At least five years of experience drafting or reviewing legislation related to geothermal energy;
• Experience in similar assignments in the Caribbean or similar Small Island Developing States;
• Gain local knowledge of the principles applicable to the drafting of legal and regulatory instruments.
Interested Advisers are drawn to paragraphs 3.14, 3.16 and 3.17 of Part III of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (the “Procurement Regulations”), which set out the World Bank’s Conflict of Interest Policy.
Consultants may collaborate with other companies to improve their qualifications, but it should be clearly stated whether the collaboration is in the form of a joint venture or sub-consulting. If it is a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
Consultants will be selected according to the Consultant Qualification Selection (CQS) methodology set out in the procurement regulations.
