The SDS party’s proposal was supported by four members of the committee at an emergency meeting, while eight members opposed it.
The coalition representative on the committee said the proposal by the largest opposition party was unacceptable, saying that paying the fines levied by Croatian authorities on fishermen would mean Slovenia’s recognition of Croatian authorities’ jurisdiction over parts of the sea that belong to Slovenia according to the arbitration ruling.
The government committee has expressed the same opinion. At the same time, the government announced that it is preparing a more appropriate proposal for legal changes, a point repeatedly stressed by representatives of the coalition party at the parliamentary committee meeting. The government’s proposal should provide, among other things, that the government will provide fishermen with funds to reimburse the costs of paying fines and legal aid if Croatian authorities start to enforce the law.
The union’s representative in the parliamentary committee said that this has not yet happened, at least not in terms of the fines imposed by Croatian authorities on Slovenian fishermen for fishing in waters that belong to Slovenia under arbitration.
In mid-May, the European Court of Human Rights unanimously ruled that the complaint filed by Slovenian fishermen against Croatia for imposing fishing penalties in the Bay of Piran was inadmissible because the complainants could foresee that their actions would constitute a crime under Croatian legislation for such activities in disputed waters.
The SDS party then prepared a proposal to amend the law, according to which the government would help fishermen. Among other things, recovered fines, including those that have not yet been heard, should be settled within 30 days. The total amount of fines is about 3.4 million euros.
The DZ is scheduled to hold a special session on Friday, at which lawmakers will discuss the SDS party’s proposal.
