Kathmandu, June 19. The main job of any political party spokesperson is to speak. But during the all-day central committee meeting on Wednesday, General Secretary and spokesperson of the Rakyat Swachh Bharatiya Janata Party (RASWPA), Mukul Dhakal, sat with a tape over his mouth.
The main agenda of the meeting was to discuss the 32-page review report prepared by Minister Dhakal after inspecting 38 districts.
After the setback in the Elam by-election, the RSVP appointed General Secretary Dhakal to prepare a review report. On June 12, with the submission of the report to party president Ravi Lamichane, the RSP debate began to focus on individuals.
The party’s disciplinary committee also asked Dhakal to give an explanation as he said he might be prosecuted based on the findings of the review report.
Wednesday’s central committee meeting was even more unusual when Minister Dhakal asked for a live broadcast of the presentation of the review report.
On June 16, Dhakal asked Chairman Ravi Ramichane to live broadcast the Central Committee meeting. At that time, Chairman Ramichane did not respond to any “yes/no” at first.
At the Central Committee meeting, he said there was no problem with live broadcast.
But the Central Committee members strongly opposed it. They believed that the report should not be released because it might cause strategic and diplomatic problems. The Central Committee members believed that the report could be made public after hearing it.
Union spokesperson Manish Jha said, “Some things in politics should be understood sensitively and strategically” and “we all said live streaming is not practical. We rejected the prime minister’s proposal to go live.”
According to the suggestions received from the leaders at the meeting, Chairman Ramichane informed that the live broadcast could not be carried out. Chief Minister Dhakal objected. Dhakal claimed that his freedom of speech was violated.
“This is a violation of freedom of speech. I have black tape on my mouth,” said Dhakal, putting black tape on his mask. He is not ready to submit the review report that is to be prepared in a month.
Demand action against Chief Minister
The committee members objected, saying that the manner, procedure and process of the meeting on Dhakal’s activities violated party discipline. Due to pressure, Chairman Lamichhan had to postpone the meeting for 15 minutes. Chairman Lamichhan continued the meeting after agreeing that Minister Dhakal’s activities would be subject to discipline and further investigation by the Disciplinary Committee.
After sealing Dhakal’s mouth with tape, a new option was sought to submit the report. Union Chief Minister Kavindra Burlakoti read out the 32-page report prepared by Dhakal.
The report reading took about an hour and a half. After the lunch break, the meeting resumed and continued throughout the day, with members of the Central Committee expressing their opinions.
But they are focusing on the working style of Chief Minister Dhakal rather than the review report. Not only the review report prepared by Dhakal, but he also said that he would not consider the post of Chief Minister.
RSVP co-spokesperson Manish Jha said that according to the proposal of the general secretary, the chairman just discussed it. He said that the proposal needs to be discussed and examined before it can be accepted. “If someone writes a table and writes a table, how can it be considered an organizational document?”
Besides, everyone agreed that the Chief Minister’s behavior was chaotic and action should be taken. Vice-President Swanim Wagle said, “The Chief Minister should be prosecuted. If such illegal acts are not punished, it will set a bad example in the party.”
According to the leaders, the meeting of the Central Committee was very uncomfortable and Minister Dhakal sat with his mouth taped shut while others demanded action against him.
The chief minister asked Dhakal to answer questions raised during the tense meeting. Chairman Ramichan asked Dhakal to submit a written opinion. But Dhakal sent a six-page opinion to the media denying the personal allegations against him.
They rejected Ramichhane’s proposal, saying they were humiliating themselves by sending it to the media before presenting it to the party.
Chief Minister Dhakal then left the meeting and walked away.
Ravi was dug up
Dhakal is the same leader who was once close to President Ramichani. Other central committee members were also prohibited from carrying mobile phones to the meeting venue. Contrary to the decision of the party’s Jaleshwar meeting and not Dhakal’s remarks, he also played a role in forming a secretariat committee in Ramichani’s favour.
Dhakal said that at that time Ravi helped him by saying that he would build the country, but after becoming the home minister, he started looking critically and came to the conclusion that he would not build the country. He appeared among the media persons with black tape on their masks and said that the DSP had been involved in the handover process. He said that the Director General of Nepal Police and Armed Police, Home Secretary can understand the working style of Ramichani, who is also the Home Minister.
“It is offensive that he is trying to cover up his own incompetence by blaming today’s chief minister,” he said.
He said Ramichhane had accused GB Rai of wrongdoing in the Gorkha media yesterday and was now trying to escape by blaming himself on the party.
Stating that the party chief minister has the same status as the general manager (Ravi Golkar is also in the same position in the media), he said, “Yesterday it was GB Rai’s mistake, today it is the chief minister’s mistake. The president has proved that I never make mistakes.”
He further said, “When he is a journalist, then the leader is guilty, when he is a leader, then the journalist is guilty, when he is in the opposition, then the ruling party is guilty, and when he is in the ruling party,” then the opposition is guilty, and this behavior is unacceptable.
At Wednesday’s meeting, he said he would wait until the live broadcast to speak, and accused him of harassment (abuse) forcing him to speak.
Action Preparation
As of Wednesday evening, RSVP has not taken any action against Dhakal, but that does not seem far away. Vice-chairman Swanim Wagle said calls were coming in from all over the country that the baton of discipline will not fall on Chief Minister Dhakal. At the meeting, leaders also questioned why his speech was so unnatural.
Chairman Ramichhane said he should not take sudden action in anger, and Vice Chairman Wager said, “We are taking a restrained approach to the disciplinary committee.”
Central committee member Santosh Pariyar said that discussing the report cannot be termed as harassment. He further said, “He has gone beyond discipline and created chaos. Such chaos and indecent behavior is inexcusable.”
