During a press conference held at the 20,000-seat stadium, on Thursday, July 11, 2024, the representative of the Synergie platform, Eloge Koi Doctrouvé, publicly opposed the project of the US department to create a network of legal centers throughout the country. For Eloge Koi Doctrouvé, this project, which he considers harmful, aims to obtain confidential information in the Central African Republic, undermining the country’s sovereignty and the stability of the Bangui regime.
A month and a half has passed since the US government issued a request for proposals, allowing national and international non-governmental organizations to apply to operate as legal entities across the country with the primary mission of “expanding access to the justice system for vulnerable groups in the Central African Republic”.
Mr. Doctoruff said the Central African people are not happy at all that the US government implemented such a project on the eve of the 2020 joint elections, which almost plunged the Central African Republic into chaos.
Therefore, the leader of the Synergy, Eloge Koi Doctrouvé, called on the President of the Central African Republic, Faustin Archange Touadera, and the Government to prevent the United States from interfering in the country’s judicial system.
He said the recruitment notice undermined national security. “The purpose of this press conference is to alert public opinion and the Central African government that the US State Department is suspected of launching a competition to recruit an NGO to be responsible for consulting and collecting information. We don’t know what the result will be. But we are not fooled. This way of handling is not the first one. It is completely unfriendly.”
The United States has diplomatic relations with our country and it has to respect the Central African government. For security reasons, they cannot launch a competition to recruit non-governmental organizations that would collect confidential information for the benefit of the Republic. These countries often use this information to impose sanctions on our country, such as the sanctions against the Central African Armed Forces (FACA), which are based on this type of information,” said Eloge Koi Doctrouvé.
He then called on the US government to invest in judicial infrastructure, rather than working with NGOs that could spark a new security crisis in the Central African Republic. “What is serious and makes us stand up and denounce this competition is that in 2020, with the group elections approaching, the Americans took the same approach, which ended with attacks on the institutions of the Republic. The United States claims to be the largest democracy in the world, and we dare to believe that they will understand that the people of Central Africa do not want this competition. If they wanted to help the penal chain, the Central African judicial system, they would only have to build the infrastructure, not create an NGO that would be their reward and would endanger the security of our country,” he said – and he allowed it to be known.
The subsidy system described by the US State Department is therefore akin to a new slavery of the people of Central Africa. That is why Eloge Koi Doctrouve calls on the Central African government to protect the sovereignty of the Republic and not to be seduced by beautiful promises, but to evaluate the essence of the proposed projects.
