In the middle of the campaign, when the city of Montevideo was in a state of ripped-up abandonment, the mayor’s office had a brilliant idea. Create an anti-harassment protocol. The protocol meant that bars had to have a dedicated area where anyone who felt harassed could go to de-stress, find solace and containment, and balance their emotions. It was, frankly, a moment of major folly, and one that revealed the strange scale of the priorities of the frontline communes.
