Kathmandu, June 29. Prime Minister Pushpa Kamal Dahal Prachanda resigned on Friday after receiving unprecedented support (except for two MPs) in his first confidence vote.
The House of Representatives voted in favour of his confidence motion with 63 votes, far below the majority of 138. Besides the Maoist centrists, MPs from the Raswamy People’s Party (RASWPA) and the United Socialist Party also voted in his favour.
With the resignation of Prime Minister Prachanda, the way for forming a new government has opened. If the President is asked to form a government under Article 76(2) of the Constitution, he has proposed forming a new government led by KP Sharma Oli in accordance with the agreement reached between the Congress and the UML on June 17.
The Congress and the UML have not yet made a clear decision on who to include in the government. But small parties including Jaspa, Jaspa Nepal, Janmat, LOSPA, Naupa and others have expressed their support. The RPP has not said anything.
It is clear that the Maoists and RSVP will be the opposition. On Friday, Maoist chief Prachanda and RSVP chief Ramichhane expressed hope that they can cooperate even in the opposition as they did in the government.
Compliment each other
RSVP was involved twice when Prachanda led about 18 women governments. On December 10, when Prachanda became prime minister, RSVP got three ministers and a state minister. RSVP president Ravi Lamichane became deputy prime minister and home minister. But his party left the government after the Supreme Court rejected Lamichane’s MP nomination on January 13 over a citizenship dispute.
On February 21, 2080, after Prachanda left the Congress Party and formed an alliance with the United Marxist-Leninist Party, RSVP returned to the government. Raswap was given four ministries and Ramichane was appointed as the Minister of Home Affairs. As soon as Ramichane became the minister, the main opposition Nepali Congress Party questioned Ramichane’s involvement in misappropriation of cooperation funds. But Prime Minister Prachanda stood firm and defended Ravi.
On June 17, the Congress and the UML reached a new agreement. The UML withdrew its support. The RSVP ministers also went to Baluwatar to submit their resignations, but when Prachanda asked them to support him till the day of the confidence vote, they agreed.
Prachanda and Ravi also praised each other in the House on Friday. Prachanda said that with the entry of RSVP, he was able to instill hope in the people. “Despite the entry of new forces into the government, the atmosphere is relatively positive,” he said. Hopes among the people have also been awakened. The ministers of RSVP gave good comments on the work done by them while recounting the list of work done by the government.
RSVP President Ramichhan also thanked Prime Minister Prachanda for the support he received during his tenure as Deputy Prime Minister and Home Minister. Ramichhan said in Parliament: “…I would like to thank Prime Minister Pushpa Kamal Dahal Prachanda for fully supporting my political commitment and commitment to good governance.”
When he first joined the government, he mentioned to Prachanda that you are at the end of politics and they are at the beginning of politics.
Countermeasures
Prachanda made it clear that he would not get the confidence vote after the two major parties joined the parliament. Despite this, he called his move for the confidence vote a move of protest and resistance. Prachanda said, “I started the resistance to the rollback by using the confidence vote so that your role (Congress and UML) will be recorded in history.”
Adding more power to Prachanda’s statement, Ramichhan said the Congress and the UML had 30 per cent of the votes while they were part of the remaining 70 per cent of the population.
Now some people say that when the two parties come together, everything will happen. But that is not the case,” said Ramichhane. “Around 70% of eligible voters did not vote for Congress and UML.”
In the last election, the Congress received 2.7 million 15,000 votes and the UML received 2.8 million 45,000 votes. Ramichane said the votes received by the two parties accounted for only 30% of the total voters of Nepal, who have 18 million people.
“So this is not a arithmetical fantasy, but a morally legitimate basis for taking future steps,” Lamichhan said. “And mind you — we are a major part of the 70% of voters who did not vote for Congress to unify modeling language.”
He said expanding this base was their main political goal and they would be ruthless in parliament against corruption and in support of good governance.
Resistance hinders reform efforts
Both Prachanda and Ravi Ramichhane claimed that the government was doing well in terms of good governance.
Maoist chief Prachanda said those who were afraid were uniting the Congress and the UML as the government was committed to good governance. He also said he would see what would happen next in the good governance and anti-corruption movement.
Ramichane mentioned that the good governance work he did was called a gimmick and he challenged him to do as much work as possible.
On learning that Congress leader Ramesh Akbar is likely to be made home minister, he said: “If this is a gimmick to take back the bamboo plantation, I expect a similar gimmick from you too. If you say taking back the land of the Children’s Temple is a gimmick, then I expect your Excellency to say the same,” Ramichani said.
Mentioning that the investigation into the encroachment of 9000 public lands in Janakpur has begun, he said, “…please do not stop the investigation into the encroachment of 9000 lands in Janakpur.” I would like to request that the investigation be completed.
He also demanded that the investigation into the fake Bhutanese refugees and Patanjali land cases continue. But he claimed that when he tried to resume the investigation into the issue, the government collapsed within 24 hours. In the same house, a gentleman said, “Have you opened the files you lost?” Ramichhane, who is also the president of RSWP, said, “How can you open the files when the government was overthrown within 24 hours of opening the files?”
Both leaders questioned the fact that the Congress and the UML had agreed on an agenda, including constitutional amendments, but had not made it public. He warned that those who oppose the federal democratic republic system will face resistance.
Prime Minister Prachanda advised against playing with complex and sensitive issues like constitutional amendment. Mentioning that the new alliance was formed with the purpose of abolishing inclusivity, he said it was ineffective.
I have a small question for you all. How can such a complex and sensitive issue as constitutional amendment be discussed in this way? Will it be accepted by the people?
PM Prachanda said that this smacks of a conspiracy to end inclusive representation in the name of stability and if they try to end the existence of inclusive and proportional representation, there will be resistance in the House and on the streets. Control the small parties by showing the cause of instability. Mentioning that respect for representation of women, oppressed classes, castes and regions is the soul of the existing constitution, he added that “if it is taken away, the conspiracy will make religious minorities including women, Dalit tribals, Madhesi Tharu and Muslims have no representation in the state” and the previous institutions will not succeed.
RSVP Chairman Lamichane also said he would be firm in protecting the system. He said: “We want to express our commitment in the House – even if we cannot give our lives to build this system, we are ready to give our lives to save this system. We will not allow it to be at the bottom, I want to make this clear.
