At the end of 2022, the number of civil servants was 5.7 million, 16,600 more than in the previous year (+0.3%). This increase was in line with 2021 (+0.4%). The employment rate of state civil servants increased (+0.6%), while that of hospital civil servants (+0.1%) and local civil servants (+0.0%) remained largely stable. The number of public sector employees, excluding those on subsidized contracts, grew even more strongly (+0.5%).
The number of civil servants (including military personnel), which make up two-thirds of the total civil service, decreased by 0.3%, while the number of contract workers increased by 2.6%, in line with the trend of previous years. The proportion of Category A civil servants is significantly closer to that of Category C civil servants (almost four-tenths).
Compared with 2021, the number of people joining and leaving the civil service system has increased. The increase in the number of people joining is mainly in the national civil service system, while the increase in the number of people leaving is even greater in the local civil service system.
