The work of the Grand General Council continued from the review of paragraph 2 – the presentation, discussion and approval of the government program of the 31st Legislature and the appointment of the state assembly.
After the first round of speeches in the morning, the other two designated secretaries of state, Stefano Canti and Federico Peddini Amati, spoke.
On the topic of justice, Stefano Canti (PDCS) stepped in with his future role: “A lot has already been done by past legislatures: we need to continue implementing the reforms that have been issued. Keep moving forward with the bill on reasonable trial deadlines. Another aspect is the computerization of judicial activity. Civil and criminal trials must be implemented. We must approve the decree on gender violence in the next session to protect minors.”
Federico Pedini Amati (PSD) puts “social housing” at the top of the priority agenda and recalls that “60 families are waiting for a response”. On some issues, such as the historic railway (the restoration of the blue and white trains), the resolution of the Simpal-Amati Congress launched an either-or choice. “I give myself no more than a year to decide. For Francesco Musoni (PDCS), the first objective of the coalition agreement is to “normalize” the country. “We must work to control the debt and improve the efficiency of the public machinery”. But also to be “open to new investments while maintaining control over this small and fragile territory”.

Dalibor Ricciardi (Liberal Party) responded to those who accuse the Liberal Party of supporting the Alliance for Democracy and Freedom. “They want to play with our sensitivities. If someone had made the same decision in the last legislature, they would have had a better result from an electoral point of view. Others would have preferred to be in Libera’s position.”
Alice Mina (PDCS) said: “DC does not want to bully anyone, but we intend to encourage cooperation among all members of the majority in a constructive manner”.
“We have seen a significant increase in PA recruitment in the last period, as observed by Antonella Mularoni (RF). Let’s be careful with these things, they are costs. We are meeting people’s needs in the short term, but we are not doing a good job for our young people.”
Carlotta Andreucioli (Domani Motus Liberi) claimed that “the question is not about left or right, the question is whether we have the same approach to economic development. Today Pedini spoke about the importance of accommodation facilities, but his allies wrote the opposite.”
Michele Muratori (Libera/PS) focused on the topic of tourism. “San Marino has tourists, they don’t stay long. We need to change the paradigm. I heard about the new ski lift. For Lorenzo Bugli (PDCS), the main novelty of the government program is the “European vision” of a country “approaching the European Union and wanting to strengthen its identity, and seeking bureaucratic streamlining and fiscal competitiveness, as well as reducing its debt. A serious and methodical way. ”
Oscar Mina (PDCS) focuses on institutional reform. There are three main directions. “More effective functioning of institutional bodies. Strengthening the centrality of the Board of Governors. Review of the electoral system”. The role of the “Special Advisory Committee” will be strategic and cannot be “postponed”.
